Proven program delivers emissions cuts, energy efficiency boosts through low-interest loans throughout the state
BALTIMORE – The Maryland Energy Administration today announced the Fiscal Year 2025 (FY25) launch of the Jane E. Lawton Conservation Loan Program, which provides low-interest loans to Maryland businesses, local governments and state agencies for projects that promote energy efficiency, clean energy use and emissions reductions.
The Lawton Loan Program improves access to affordable capital and spurs energy efficiency and conservation projects in the built environment. It provides below-market rates to Maryland nonprofits and eligible businesses, and at zero financing cost to local governments and state agencies and departments.
“Lawton loans provide a dependable and versatile source of conservation funding for the state of Maryland. These loans have helped businesses and governments of a wide variety of types cut operating costs through capital investments, while reducing energy use and emissions along the way,” said Maryland Energy Administration Director Paul G. Pinsky. “The program also looks to award funds to projects that provide multiple types of benefits at the same time, so it is flexible and inspires creative approaches to conservation.”
The Lawton Loan Program will provide approximately $3 million in FY25 funding. This figure may be adjusted based on demand. The FY25 Lawton Loan Program is a first-come, first-serve loan program for qualifying borrowers subject to funding availability. Through the end of calendar year 2024, $2 million is reserved for Maryland’s state agencies.
