Groundbreaking Initiative that Cuts Marylanders’ Energy Bills and Makes Their Homes Greener Announces Availability of New Funding

$11 million state program that upgrades homes of residents experiencing low- to moderate income currently accepting applications
BALTIMORE – The Maryland Energy Administration today announced the Fiscal Year 2025 (FY25) launch of the Energy Efficiency Equity Grant Program, which supports home and building energy efficiency upgrades that benefit Marylanders experiencing low- or moderate income.
Cities, counties and municipalities, along with non-profit corporations, may apply to receive funding for projects that focus on electrification and zero-emission technologies
“The Energy Efficiency Equity program is designed to help lower-income Marylanders statewide improve their home’s energy performance, which greens the earth and their wallets at the same time,” said Maryland Energy Administration Director Paul G. Pinsky. “From figuring out where their homes are losing heat to converting to electric heat pumps, the Energy Efficiency Equity program makes a real difference for homeowners in historically underserved and overburdened communities.”
The agency anticipates offering total funding of $11.238 million in FY25. Program funding is divided regionally to ensure a broad geographic impact, and a portion of funds are set aside for first-time program participants. Grant funding is available for projects in the following categories. Additional detail on each category is available in a Funding Opportunity Announcement.
Residential Whole Home/Building Retrofits: A whole home/whole building upgrade consists of performing a Building Performance Institute energy audit on the residential home or building, and then installing cost-effective energy efficiency, electrification, and weatherization measures.
WholeBuilding Commercial Retrofits: Like the residential retrofits noted above, an energy audit on a commercial building is first performed, followed by the installation of cost-effective ECMs based on the energy audit results.
New Construction with Incremental Efficiency Upgrades: To be eligible, a new construction project must be designed to improve efficiency to above the levels required by the most current version of the energy code in effect in Maryland.
Limited Upgrades to Existing Commercial/Residential Buildings: This type of project on an existing building/home does not require an energy audit, but rather seeks to make limited cost-effective upgrades to improve the performance and efficiency of the home/building.
Applications must be submitted no later than Thursday, January 16th, 2025, by 3:00 P.M. Eastern Time. Electronic applications are encouraged.
