General Services Appoints Courtney League as Director of Operations for the Division of Design, Construction, & Energy

General Services is proud to announce a new member to our senior leadership team to further strengthen our already talented Department of General Services. Please join us in welcoming Mr. Courtney League who is appointed Director of Operations for the Division of Design, Construction, & Energy. General Services Division of Design Construction & Energy is integral to overseeing Statewide and agency specific capital construction, facility renewal, and energy performance contracts totaling $125M – $150M dollars annually.

In this role, Courtney will assist the assistant secretary with all day-to-day management activities to ensure Statewide capital projects under the division’s management are developed, managed, and properly executed to meet the State’s objectives.

Courtney has a distinguished 30 year career within the construction industry. In addition to maintaining an active General Contractors license through Maryland’s Department of Labor, Courtney’s professional focus includes the field of carpentry, design development, project management, and procurement of goods and services. In 2013, Courtney joined General Services as a project manager, and was promoted to supervisor in 2015. Courtney was promoted to Chief of the Facilities Engineering Division in 2018.

Courtney holds a Bachelor of Science degree in Geography & Environmental Planning with a minor in Geographic Information Systems from Towson University.
