December Honorees

Officer Eric Davis has over 30 years of experience and knowledge in law enforcement. Officer Davis has been with MCP for about two years. Officer Davis also trains and shares his wisdom and knowledge of law enforcement to new officers joining the Maryland Capitol Police. Officer Davis shows his dedication to the mission of the Maryland Capitol Police by volunteering to work overtime when needed.

At 1350 hours on November 5, 2023, Officer Davis advised his supervisor that he noticed a person throwing up on the Fireman Memorial bench while driving on his way into work. After Officer Davis described the unknown individual to his supervisor and even though his shift had not started, Officer Davis quickly responded to the Fireman Memorial to assist his supervisor. The individual was barely conscious and Officer Davis gave the individual two doses of Narcan®, which helped the individual until a Medic arrived. Because of Officer Davis’s quick response, the individual was transported to the hospital and has since recovered. Officer Davis has shown outstanding leadership and dedication whether or not he is on or off duty.

Roderick (Roddy) Neal has been with DGS since August 2020 and Theodore Dunnigan has been with DGS since December 2022. Prior to joining DGS, Roddy worked for the Anne Arundel County School system and Ted worked in the private sector. Beginning this past spring, the responsibility for lawn care and landscape maintenance at the Robert F. Sweeney District Court in Annapolis became the responsibility of the new Maintenance Supervisor, Theodore Dunnigan and Facilities Management Technician Roderick Neal. This was a big change as they were now caring for approximately 5 acres of grass and landscaping. Ted and Roddy took the change in stride, hopped on their new Gravely zero turn mower, providing regular mowing and lawn maintenance. Among the tasks they accomplished this spring and summer were tree trimming, grass edging all the sidewalks and walkways. This fall they undertook the pruning and hedge trimming of all the bushes surrounding the courthouse, which is not a small task. Ted and Roddy’s accepting attitude and teamwork paid off. Tenants have noticed and complimented the grounds. Sweeney District Court has not looked this nicely manicured in quite some time.

Dr. Mahmood Yahyai has a unique skill set within Design Construction and Energy, He is our only Structural engineer. Often Dr. Yahyai is called to give expert advice on critical structures within the state of maryland. This fall, the Department of the Environment reached out to DGS for Structural review services of a Structural Tower. Dr. Mahmood Yahyai was able to give expert analysis and recommendations to MDE. A letter from Tyler Abbott reads in part: This letter serves to thank Dr. Mahood Yahyai and your department for their professional support with the ongoing investigation of a hazardous material contamination event related to the remediation of a large steel television tower conducted by the Maryland Department of the Environment. Our investigation called for expertise in structural engineering, specific to a large steel structure (television tower). Dr. Yahyai’s assistance has been extremely valuable in assessing the feasibility and execution of the remediation plan. As of now, we do not have a timeline for completion, but we have tried to limit Dr. Yahyai’s time commitment to specific site visits and follow up evaluative updates regarding the project’s progress. It’s for this, we nominate Dr. Mahmood Yahyai for doing great service.

Jane Roger is recognized for being Caught Doing Great Service for the month of November 2023. As Chief of the Land Acquisition & Disposal unit, Jane has responsibility to negotiate high profile transactions and see them through to completion. Jane has recently brought two very large projects to fruition, which were the acquisition of three parcels for the new Harford County District Court for over $10 million and the sale of the Pikesville Armory to Baltimore County for use by the Pikesville Armory Foundation. These projects have required multiple years of effort including negotiations, several stalemates and negotiation impasses that took great creativity to resolve. Jane is commended for his diligence, dedication, and commitment to seeing these projects through.
