The general accounting unit of Karen Riley, Richard Simpson, Annie Ahoueya and Hong Lu do many tasks that may go unnoticed, but are critical to our agency’s overall success. They bill other agencies for the work DGS performs, monitor our aging reports to make sure those bills are paid, prepare reconciliations and journal entries to keep our books clean and play an active roll in month end and year end close out, ensuring that we hit all deadlines that are required. They are diligent, hard working and very team oriented, often helping one another out to get the job done. Thank you Karen, Richard, Annie and Hong for Doing Great Service!

Gilbert McCoy is a police officer for the Maryland Capitol Police and has been with the department for three years and eight months. He is assigned to the morning shift. On August 3rd, 2023, while conducting a patrol check at 100 Community Place, Officer McCoy noticed Mrs. Clemons on the north side lawn, who was unresponsive and needed medical attention. Officer McCoy quickly responded by rendering aid and attempting to wake Mrs. Clemmons, but unfortunately, she did not respond. He immediately notified dispatch of the emergency. Annapolis City Medic Rescue Team 6 and Engine 6 arrived on the scene, and Mrs. Clemons was treated for dehydration. Officer McCoy and the medical units attempted to transport her to the Pascal Center, but Supervisor Shante Brown did not allow Mrs. Clemons access to the building. The Supervisor advised them that Mrs. Clemmons would need to see the medical staff to be processed, but no medical team was available, leaving Mrs. Clemons with nowhere to go. Officer McCoy spoke with the Medic units to ensure Mrs. Clemons had a place to go. Annapolis Medic Rescue units transported Mrs. Clemons to Anne Arundel County Medical Center for further medical treatment without any further incident. Officer McCoy’s outstanding performance in rendering aid and assistance to ensure the safety and care of Mrs. Clemons and his exceptional service to everyone he interacts with is noteworthy. Officer McCoy’s actions demonstrate the core values of the Maryland Capitol Police.

Ken Klepsig is a seasoned project manager that has been with the state for almost 22 years and with DCE for over seven years. Ken was recently assigned a project to renovate restrooms at the Elkton District Court. He hired an Architect to develop the drawings and specifications for the project and worked closely with the client agency to finalize the design. Once the bid documents were completed, Ken coordinated with our partners in the Office of State Procurement to solicit bids for construction of the project. The solicitation was successful, and a contractor was hired to renovate the bathrooms. During construction, Ken worked closely with DCE’s Construction Inspection unit and the Office of Facilities Management team to manage the project. The District Court needed to remain open during construction which created opportunities for solutions that the team worked diligently to address. The project took about 10 months to complete and the end result has received rave reviews. Recently, the Director of Engineering & Central Services for the District Court of Maryland was at the Elkton District Court and provided the following statement—“I was in Elkton this morning and stopped into the public head (or restroom). Everyone is always quick to complain but rarely mentions the positive. I don’t know who the PM was but the remodeled public heads are beautiful. They are light, bright, modern and just plain lovely. Thank You!!!” For his efforts in delivering a well received and high quality project, DCE wants to recognize Ken Klepsig.
