General Services Appoints Judy Urban as Director of Policy, Procurement Review & Reporting Bureau
General Services is proud to announce a new member to our senior leadership team to further strengthen our already talented Department of General Services. Please join us in welcoming Ms. Judy Urban who is appointed Director of the Policy, Procurement Review & Reporting Bureau. In this role Judy will assist the CPO of the Office of State Procurement and lead the Office of State Procurement to oversee agency procurement reviews of executive branch agencies, development of State procurement policies and procedures, review of legislative and regulatory requirements, and also the performance of essential State procurement-related reporting activities.
Judy has a distinguished career focusing on process improvement, law, procurement and contracting. In addition to her experience in law, procurement and contracting, she has established and refined policies and procedures, and trained stakeholders for her previous employers that include CareFirst, Hopkins, Baltimore County, Ameritrade, USF&G, Health Education and Advocacy Unit (Maryland – OAG).
Judy holds a Juris Doctor degree from the University of Baltimore School of Law, a Master degree in Epidemiology and Preventive Medicine from the University of Maryland at Baltimore, and a Bachelor’s degree in Mathematics from College of Notre Dame of Maryland.
