April Honorees

Tavon Winborne joined the Office of Real Estate, as an Agency Relationship Manager in October 2019.  His knowledge of the commercial real estate business has allowed him to step into the position and quickly become a rising star. He is the “go to” person for his client agencies and his co-workers. He has a positive “can do” attitude, excellent work ethic and a willingness to go above and beyond to accomplish the goals of the unit and his assigned client agencies. Tavon manages the commercial leased portfolio for 18 state agencies. He is critical to the implementation of reduction of space efforts by a number of those agencies including, most recently, the Department of Juvenile Services and The Department of Public Safety and Correctional Services, thereby saving taxpayer dollars. Mr. Winborne strives to provide all customers, internal and external, with exceptional customer service. Tavon knows how to work with people effectively and get the job done. 

The Maryland Capitol Police Communications Operators and Supervisors are the lifeline to our Police Officers and Security Officers in the field. They handle hundreds of calls per week and make split second decisions that can be the difference in life and death. One second, they may be taking a call for someone locked out of an office and the next may be a serious crime or medical emergency. Their quick thinking and ability to multitask under stressful situations can be the key to MCP handling anything throw our way. Our PCO’s and PCS’s are responsible for operating highly protected computer systems that have access to criminal and civil data bases. They must be trusted to the highest degree and withstand stringent audits by governing bodies. When things seem to be crashing around us at MCP our PCO’s and PCS’s are often the “calm in the storm.” In honor of National Public Safety Telecommunications Week, we would like to nominate the MCP PCO’s and PCS’s to be recognized for Doing Great Service. Congratulations to PCS Connie Cheeks, PCS Lakeshia Wesby, PCO Tameara Blackston, PCO Damara Knox, PCO Mechiko Moulden, PCO Maurice, Hughes, PCO Leslie Nichols, PCO Lindsey Woolery, PCO Richard Bassett, PCO Felicia Mooney, and PCO April Fenner.

Kevin Cox is the lead trainer for the Computerized Maintenance Management Systems (CMMS) Unit. Kevin started with the CMMS Unit in 2018 and worked to manually gather the layouts for DGS buildings to enter into the eMaint system. This meant walking all floors and grounds of many of our DGS facilities to compile this data. As the CMMS system grew, DGS Facilities Management staff needed comprehensive training on the new system. Kevin took on this task, and quickly planed how to create all the training material, types of training classes, transcripts for each staff member and testing to verify the students’ understanding of the material. His background as a college professor was a tremendous asset for this mission. The CMMS system has continued to grow, most recently with the addition of a Project Justification component to aid the Design, Construction and Energy Division. Kevin has worked with all staff involved in this unique buildout to understand the process and to assist with documentation, training material and classes. Kevin also helps the other branches in the CMMS Unit with capturing processes and procedures, as well as to keep their skills updated with the CMMS system. Kevin’s managers receive compliments from DGS staff on his professionalism, responsiveness, and the quality of the training material and classes offered. Kevin’s spirited personality is always leading him to a better job, which is why he has been Caught Doing Great Service.
