November Honorees

Jane Bailey, Program Manager/BPW Liaison in the Procurement & Logistics division, retired on December 1 after nine years of exemplary service. During her tenure, she provided extraordinary value to the P&L team. Thanks to her work ethic, reliability and resilience, the division kept pace with the state’s construction and Architecture/Engineering needs.  She created a positive workplace culture through an open willingness to support her employees and led by example through her willingness to tackle the tough tasks.

Jane leveraged vast procurement experience (25 years!!!) to analyze critical and complex procurement issues and develop solutions that ensured optimal outcomes. She oversaw a decade of successful projects, including the Harriet Tubman Underground Railroad Visitor Center, the Enoch Pratt Library renovation, Easton & Havre de Grace readiness centers, as well as the design of the new Salisbury Animal Health Laboratory and the renovation of the historic Annapolis Post Office.

Jane spearheaded BPW administration for all DGS agenda items, as well as coordinated all communications and responses to board member inquiries. She also volunteered to handle urgent special procurement projects above and beyond her normal duties. This included procurement actions for FOM, Energy, and the Office of the Secretary.

Katie Crawford, Office Secretary in the Office of Real Estate, provides administrative support and assists all units with various work projects. She frequently offers assistance to her co-workers before being asked. Most recently, Katie volunteered to act as the MD Charity Campaign representative for the division. She has brought a tremendous level of enthusiasm to this role and has worked to coordinate participation in various areas of the campaign, including the bake sale and our raffle basket coordination.

With 23 years of service, Katie has always maintained a positive outlook, which has helped to increase morale in the office.

Security Officer Ashley Nelson has been with the Maryland Capitol Police Baltimore Detachment for five year. She is hard-working and willingly accepts assignment to any of the many posts at State Center. Any employee or visitor entering a building will be greeted by an energetic and polite security officer ready to assist them.

When asked to work overtime – even on short notice – Security Officer Nelson doesn’t hesitate to say yes. She is a team player who recently volunteered to assist in training other security officers in the use of Narcan, the life-saving antidote for opioid overdoses. Officer Nelson is also trained in CPR/First Aid and using an Automated External Defibrillator (AED).

Karen Riley, Accountant II, is a dedicated Fiscal Services Division employee with 17 years of service. Currently, as the only accountant in Fiscal Services due to vacancies, Karen juggles accounts receivable balances, reviews and allocates divisional credit card transactions, reconciles non-budgeted accounts and capital fixed assets in a timely manner, and processes all required daily journal entries for DGS. During peak times, such as year-end close out, she has worked through her lunch time, stayed after work to process journal entries before the nightly system shut down, and re-arranged her weekend to run, review and analyze reports.

Karen is always courteous and approachable and displays a professional attitude even under stressful situations, often breaking the tension with a quick and witty joke or a laugh. A role model, she is a foster parent of elementary children and proud biological mom of a soon-to-be dentist.

Dave Shackelford has been with Annapolis FOM for 21 years. He has worked in the paint shop for 13 years, eight of those as paint shop supervisor. Dave arrives with his crew every morning at 5:30 AM, and he and his team are already at work when many of us are still asleep. He has an extraordinary ability to keep his crew focused and organized.

Dave is responsible for painting contracts and all supplies; he recently procured several expensive paint shakers – for free!  This ability comes from a long-standing, positive relationship with our paint suppliers. It is easy to see Dave’s excellent work when walking around the Annapolis Complex. Parking lot stripes, window sills and a multitude of other painted areas are all the result of his attention to detail.
