Lauri A. McGuire Named Assistant Secretary for Procurement and Logistics
Secretary Ellington Churchill, Jr. has announced Lauri McGuire as Assistant Secretary for Procurement and Logistics at the Maryland Department of General Services. The Department of General Services is a primary procurement agency with responsibility for purchasing a broad variety of goods and services for state and local governments, as well as non-profits.
“Lauri McGuire has a comprehensive background in procurement law and legal analysis,” said Secretary Churchill. “Her extensive career in state government and proven ability to manage multiple projects in fast-paced, deadline-driven environments make her the perfect candidate for this position.”
Ms. McGuire has extensive experience in legal matters impacting the state. She was a staff attorney at the Department of Budget and Management, Central Collection Unit, where she managed collection litigation in district courts. She advanced to assistant attorney general at the State Highway Administration, where she provided counsel and advice on real property acquisitions and managed condemnation litigation matters.
Prior to joining the Office of the Attorney General, Department of General Services in 2013, Ms. McGuire served as assistant attorney general and senior counsel at the Maryland State Department of Education. While there, she demonstrated broad industry expertise and effective communications skills in counselling and advising on Maryland procurement law, among other legal matters.
As Deputy Counsel in the Office of the Attorney General, Department of General Services, Ms. McGuire played an integral role in every aspect of the law as it impacts General Services’ business. In the area of procurement, she collaborated with business units to establish and implement procurement policies and procedures. She advised the principal counsel and senior administrative personnel on procurement matters, and she approved all procurement transactions, contractor terminations and responses to contract claims and bid protests.
Ms. McGuire earned a bachelor of science in accounting from Hampton University in Hampton, Virginia and a law degree from Indiana University School of Law.
