February 2017 Honorees

Cathe Anderson

Cathe Anderson, who has over 20 years in state government, joined DGS in 2014 as the Statewide Disposal Manager. In this position, she determines the disposition of excess/surplus property for the entire state. One of her biggest challenges was the removal of the excess/surplus property left at Crownsville from DHCD’s move. Through her efforts, several hundred items were reutilized by other agencies, saving them the cost of purchasing new equipment and DHCD the disposal costs.

Cathe established a Property Officer Focus Group that meets quarterly to discuss inventory issues and share best practices. Due to her hard work and professionalism, she has since been promoted to Compliance Audit Supervisor.  She has great customer service skills, and other agencies regularly compliment her on a job well done.

Delissa Fenner

Since joining the Inner Harbor Complex, Delisa Fenner has become an integral member of the team. An unselfish and dedicated state employee, she always puts the needs of her customers first. She doesn’t hesitate to step up and see a task through to the end, making sure that no detail has been overlooked. Her friendly, positive attitude is an inspiration to all.

Ray Kaliush

Ray Kaliush, a project manager in the Capital Projects division, has 22 years with DGS.  He manages design and construction projects for the Department of Natural Resources, Department of Agriculture and Maryland Public Television. An electrical engineer by training, Ray has had to expand his technical abilities to accommodate his client agencies’ diverse needs. His current projects include designing an animal laboratory in Salisbury, planning a TV studio renovation for MPT, disconnecting utility services at the former health laboratory in the State Center 201 building, stabilizing the walls at historic Fort Frederick, and several new bathrooms at various state parks.

His favorite learning curve, however, is a dam rehabilitation for the Department of Natural Resources. For his ‘dam’ work on the Harrington Manor Project for DNR, he received the following praise:

“We [DNR] thank you for your excellent representation and fight for this DNR project. It would not have been a good project if it had not been for your hard work and diligence. I [DNR Project Manager] appreciate all that you have done and do every day. You [Ray] certainly made my job a lot easier and pleasant.”

Laverne Murray

Lavern Murray, Manager, Construction Technical Assistance, recently worked on the renovation of the Governor’s Office in Washington, D.C. Tiffany Waddell, Director, Federal Relations, sent these complimentary words to Deputy Secretary Nelson Reichart about Lavern’s work: It was a privilege to work with Lavern Murray [and Maria Martin, Leased Facilities Construction Coordinator] on the D.C. office renovation.  They worked tirelessly with R-PCI and SSO to ensure a successful renovation.

Lavern does this for all state agencies where lease construction is required for an agency to perform its operations. This can include new leased space or existing space where programs have changed. She goes the extra mile to make sure leased space is properly fitted out, ensuring that retrofits to leased space are performed on time and within budget.

Michelle Sanders

Although Michele Sanders is a new addition to the Maryland Capitol Police Annapolis Detachment, she has worked for the Maryland Capitol Police for four years. She is an outstanding employee who can always be counted on to treat people with respect and professionalism. Michelle portrays the department in a very positive light and takes on any task with a smile. She also provides invaluable assistance to detachment personnel and supervisors – completing filing, assisting with compiling documentation for Workday, and assuring that important information is disseminated to employees. She also tracks a variety of materials required for record-keeping, particularly program reporting. In addition, she updated and improved MCP’s flag program and rally procedures.

“We have all benefitted from the efficient, results-oriented work atmosphere Ms. Sanders creates,” Chief Wilson said. “I attribute improved communications among staff in the Annapolis Detachment to her.”

Sean Stinnett

Sean Stinnett is an outstanding employee who executes his duties as Procurement Review Group (PRG) Administrator in a very thorough and professional manner. In this role, he is directly responsible for placing the subcontracting goals on DGS contracts for small, minority, woman and veteran-owned businesses to ensure that they get a fair share of the hundreds of millions of dollars in contracts that DGS awards each year. It’s a passion for him, because he knows that when these businesses win a state contract, it leads to the creation of jobs in our local communities.

Sean is also deeply involved in improving the quality of life in the Baltimore community, especially for young people. For example, he oversees our annual YouthWorks summer internship program. For his commitment to his community and his numerous volunteer activities, Sean was awarded the 2016 Governor’s Service Award in the State Employees category.
