Secretary Ellington Churchill Announces Ulysses “Jack” Howard as Assistant Secretary for Administration

BALTIMORE, MD – Maryland Department of General Services Secretary Ellington Churchill, Jr. announced today Ulysses “Jack” Howard as Assistant Secretary for Administration at the Maryland Department of General Services. The Department of General Services is responsible for essential services and programs administered on behalf of the state, including procurement, facilities management and building design and construction.

“Jack Howard has a proven track record in program administration and departmental operations management,” said Secretary Churchill. “He is an experienced and accomplished executive manager with a demonstrated ability to deliver mission-critical results. He will be an asset to the executive team.”

Before today’s appointment, Mr. Howard served as Director, Office of Business Programs, for General Services from April 2015. In that role, he was responsible for increasing the percentage of contracts awarded to small, local, minority, women and veteran-owned businesses. As he addressed the procurement needs of other divisions, he gained a deep working knowledge of their roles and responsibilities.

“I am honored to be selected for this position and look forward to working closely with Secretary Churchill and division heads to ensure smooth operations within the department and to deliver respectful, responsive and results-oriented service to our customers,” said Mr. Howard. “I also look forward to continuing to coordinate programs for small and minority businesses to learn about contract opportunities with the department.”

Prior to joining the Department of General Services, Mr. Howard was Managing Partner and President of Newton & Associates, Inc., a business development, marketing and communications consulting firm in Virginia Beach, VA. He also served as Regional Bureau Chief & Director of SWaM (Small Woman and Minority-owned) program outreach for the Virginia Department of Minority Business Enterprise and the Virginia Department of Small Business and Supplier Diversity.

Mr. Howard earned a B.A. in Political Science and History from Mississippi College in Mississippi. He is a veteran of the U.S. Navy, serving honorably on active duty and in the U.S. Navy Reserves.
