According to a preliminary investigation, a Toyota 4Runner was traveling in the first lane of northbound US-15, just south of Catoctin Furnace Road. The bicyclist, identified as Scott Cornell Binde, 64, of Alexandria, Virginia, was crossing US-15 from east to west at Catoctin Furnace Road when he was struck.<\/p>\n<p>Binde was declared deceased at the scene by Frederick County Fire Rescue Services personnel. The driver remained at the scene. Alcohol is not considered a factor in the crash.
