NAEP is the only test administered nationwide that allows direct comparison of student achievement across states and participating districts.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">Maryland NAEP scores and state rankings have dropped sharply over the last decade. This year, reading results held steady, similar to the trends observed on the <\/span><a href=\"https:\/\/news.maryland.gov\/msde\/state-assessment-scores\/\"><span style=\"font-weight: 400;\">Maryland Comprehensive Assessment Program (MCAP) proficiency rates<\/span><\/a><span style=\"font-weight: 400;\">.\u00a0<\/span><\/p>\n<p><span style=\"font-weight: 400;\">\u201cWe still have a long way to go, but there\u2019s reason to feel hopeful about our results,\u201d said <\/span><b>Dr. Carey M. Wright, State Superintendent of Schools<\/b><span style=\"font-weight: 400;\">. \u201cOur literacy investments in the Science of Reading are paying off and our youngest learners are rebounding in mathematics. We have deeply committed teachers in Maryland, and we are going to continue investing in them. Our government and philanthropic partners are showing their trust in our work through more funding and grants.\u201d<\/span><\/p>\n<p><span style=\"font-weight: 400;\">\u201cToday\u2019s achievement results indicate steady progress across the board, signaling that equitable investments in public education through the Blueprint for Maryland\u2019s Future are beginning to pay off,\u201d said <\/span><b>Dr. Joshua Michael, State Board of Education President<\/b><span style=\"font-weight: 400;\">. \u201cAnd, we are encouraged by the promising results in early literacy, where we\u2019ve focused our attention and resources.\u201d\u00a0<\/span><\/p>\n<p><span style=\"font-weight: 400;\">The State Board set a statewide <\/span><a href=\"https:\/\/news.maryland.gov\/msde\/board-science-of-reading\/\"><span style=\"font-weight: 400;\">aspirational target<\/span><\/a><span style=\"font-weight: 400;\"> for Maryland to rank among the top 10 states in reading on the fourth- and eighth-grade National Assessment for Educational Proficiency (NAEP) exams by 2027. <\/span><span style=\"font-weight: 400;\">Although results have not yet returned to pre-pandemic levels, Maryland has improved its ranking among other states for each grade and subject:<\/span><\/p>\n<ul>\n<li><b>Grade 4 Reading <\/b><span style=\"font-weight: 400;\">\u2014 Moved up to 20 from 40<\/span><\/li>\n<li aria-level=\"1\"><b>Grade 8 Reading <\/b><span style=\"font-weight: 400;\">\u2014 Moved up to 21 from 25<\/span><\/li>\n<li aria-level=\"1\"><b>Grade 4 Mathematics <\/b><span style=\"font-weight: 400;\">\u2014 Moved up to 39 from 42<\/span><\/li>\n<li aria-level=\"1\"><b>Grade 8 Mathematics <\/b><span style=\"font-weight: 400;\">\u2014 Moved up to 38 from 42<\/span><\/li>\n<\/ul>\n<p><span style=\"font-weight: 400;\">\u201cI have no doubt that with time and strategic investments in evidence-based practices, we will continue to see more improvement \u2014 and close the gap between our highest and lowest performing students,\u201d said Dr. Wright.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">Last fall, the State Board of Education approved a comprehensive statewide literacy policy for prekindergarten through third grade to anchor instruction, interventions and learning objectives. Similar work will begin this year to develop a mathematics policy.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">MSDE has received substantial investments from philanthropic partners to urgently improve teaching and learning:<\/span><\/p>\n<ul>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400;\">More than 5,000 teachers and administrators statewide have accessed high-quality professional development aligned to the Science of Reading through <\/span><span style=\"font-weight: 400;\">a<\/span> <a href=\"https:\/\/news.maryland.gov\/msde\/ibis-partnership\/\"><span style=\"font-weight: 400;\">$6.85 million, four-year grant<\/span><\/a> <span style=\"font-weight: 400;\">from nonprofit Ibis Group.\u00a0<\/span><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400;\">MSDE received a<\/span> <a href=\"https:\/\/news.maryland.gov\/msde\/msde-clsd-award\/\"><span style=\"font-weight: 400;\">$40.3 million, five-year grant award<\/span><\/a> <span style=\"font-weight: 400;\">from the U.S. Department of Education to support third-grade literacy proficiency through the development and implementation of evidence-based interventions and supports. This initiative is designed to help students meet key literacy milestones and ensure equitable access to high-quality instruction and resources.<\/span><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400;\">MSDE is<\/span> <a href=\"https:\/\/governor.maryland.gov\/news\/press\/pages\/governor-moore-announces-20-million-in-grants-for-education-programs-first-awards-under-maryland-partnership-for-proven-pro.aspx\"><span style=\"font-weight: 400;\">collaborating<\/span><\/a> <span style=\"font-weight: 400;\">with Arnold Ventures and Saga Education, a nonprofit leader in high-impact mathematics tutoring, a small-group method that addresses issues of learning loss and educational disparities in high-poverty schools.\u00a0<\/span><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400;\">MSDE is also working on an initiative to improve effective mathematics and reading instruction through a planning grant from the Walton Family Foundation.<\/span><\/li>\n<\/ul>\n<p><span style=\"font-weight: 400;\">The National Assessment of Educational Progress (NAEP) is a project of the National Center for Education Statistics. NAEP tests students in a nationally representative sample of schools in all 50 states, Washington, D.C., the Department of Defense Education Activity (DoDEA), and select urban school districts. Approximately 3,000 students are tested in each grade-subject per state. Scores are categorized into four performance levels: Advanced, Proficient, Basic, and Below Basic.
