Smith will celebrate the success of one the State\u2019s top schools on Tuesday, as the annual Blue Ribbon Tour of Excellence makes a stop at North Harford Elementary School in Harford County.<\/p>\n<p>North Harford Elementary is one of six Maryland Blue Ribbon Schools announced late last year.
