Maryland State Board of Education, Blueprint Accountability and Implementation Board to Hold September 30 Joint Meeting

BALTIMORE (September 26, 2025) – The Maryland State Board of Education and Blueprint Accountability and Implementation Board (AIB) will meet jointly on Tuesday, September 30, 9 a.m., at the Nancy S. Grasmick State Education Building, 200 W. Baltimore St., in the Board Room (7th floor). The State Board will continue its regular business following the joint portion of the meeting.  

The State Board and AIB will review various priorities related to the implementation of the Blueprint for Maryland’s Future during the meeting. The priorities include the shared vision for career pathways and proposed revisions to the Joint Implementation Policies on dual enrollment and the career ladder. Additionally, there will be a preview of upcoming legislative proposals.

The State Board will also consider items on its regular agenda, including regulatory actions related to teacher licensure and certification pathways, substitute disqualification criteria, reading interventions for students at risk, new CTE programs of study, educator credentialing, and updates to the Maryland Physical Education Framework. Marcy Leonard, recently appointed by Governor Wes Moore to the State Board, will attend her first meeting.

Public Comment

The State Board welcomes public comment both in person and virtually during meetings. For this meeting, up to 10 individuals are welcomed in the morning during the joint meeting and 10 in the afternoon before just the State Board. Once the maximum number is reached, additional individuals may be placed on a waiting list.

Registration for public comment closes on Friday, September 26 at 11:59 p.m. Interested individuals can register by completing this online form. Confirmed registrants for public comment will be notified. Comments are limited to three minutes for each speaker and monitored by staff.
