The projects will create hundreds of construction jobs and help communities prevent disasters like the 2016 flood in Ellicott City, which cost 151 jobs and upwards of $67 million in economic losses.<br><br>\u201cWhile Washington cancels grants that make communities safer and more resilient, Maryland is stepping up,\u201d <strong>said Gov. Moore<\/strong>. \u201cThis funding is about fortifying our state\u2019s water infrastructure by delivering strategic investments. And through this work, we will protect our communities and save lives.\u201d<br><br>The funding advanced by the board includes a $17.2 million loan and $1 million grant for the construction of the mile-long tunnel, which will divert up to 26,000 gallons per second of stormwater away from historic Ellicott City. The loan is sourced from the <a href=\"https:\/\/mde.maryland.gov\/programs\/water\/wqfa\/pages\/water_quality_fund.aspx\">Water Quality State Revolving Loan Fund<\/a>, and follows the closure of a $23.5 million loan approved last year. Additionally, the governor in June announced <a href=\"https:\/\/governor.maryland.gov\/news\/press\/pages\/governor-moore-announces-10-million-in-ellicott-city-flood-mitigation-investment-through-resilient-maryland-loan-fund.aspx\">$10 million in funding through the Resilient Maryland Loan Fund<\/a> to further advance Ellicott City\u2019s flood mitigations efforts.<br><br>\u201cNobody wants to see another catastrophic flooding event in Ellicott City that devastated so many businesses and disrupted so many lives,\u201d <strong>said Maryland Department of the Environment Secretary Serena McIlwain.<\/strong> \u201cThis tunnel, along with other key initiatives under Howard County\u2019s Ellicott City Safe and Sound program, helps fortify infrastructure and build stronger communities.\u201d<br><br>\u201cThe Ellicott City North Tunnel is the single largest public works project in Howard County&#8217;s history. This critical infrastructure is the keystone of our comprehensive EC Safe and Sound plan,\u201d <strong>said Howard County Executive Calvin Ball.<\/strong> \u201cWith pivotal support from our partners in Annapolis, including Governor Moore, Senator Hester, and Delegate Watson, we have moved this project from vision to reality. Together, we will ensure Ellicott City is a model of climate resilience for our entire nation.\u201d<br><br>The other water infrastructure projects approved by the board today include:<br><br><strong>Rock Hall Wastewater Treatment Plant Upgrade \u2013 Kent County:<\/strong> $3 million in funding, including $1.5 million in loan forgiveness, to support an upgrade of the town\u2019s wastewater treatment plant. The project, with a total estimated cost of $31.4 million and more than $20 million in prior state grant support, will significantly reduce nitrogen and phosphorus entering the Chesapeake Bay. <br><br><strong>Water System Improvements \u2013 Calvert County:<\/strong> A $1 million loan to the Calvert County Board of Commissioners for the design and construction of additional drinking water supply capacity in the St. Leonard area. The project has a total estimated cost of $4.1 million.<br><br><strong>North East Water Quality Improvement Project \u2013 Cecil County:<\/strong> A $753,176 state grant to the Town of North East will help pay for the dredging of the intake pond at the Leslie Water Treatment Plant.
