The board is composed of Governor Larry Hogan, Treasurer Nancy K. Kopp and Comptroller Peter Franchot.<\/p>\n<p>The\u00a0board\u00a0approved funding stemming from the Maryland Clean Water Commerce Act, a grant of more than $1.8\u00a0million for\u00a0equipment that will allow Howard County&#8217;s Little Patuxent Water Reclamation Plant to further reduce nutrients beyond Enhanced Nutrient Removal levels.<\/p>\n<p>\u201cThese are smart investments to protect public health and the environment while saving money and energy in Maryland communities,\u201d said Maryland Environment Secretary\u00a0Ben\u00a0Grumbles.\u00a0\u201cThe\u00a0Little Patuxent Water Reclamation Plant\u00a0project is a smart way to protect the Bay. Innovative partnerships like this, made possible by Governor Hogan\u2019s Clean Water Commerce Act, help sustain the progress we\u2019ve made and achieve the bold goals we\u2019ve set for a healthier Chesapeake watershed.\u201d<\/p>\n<p>&nbsp;<\/p>\n<p>The following projects\u00a0were\u00a0approved today:<\/p>\n<p>&nbsp;<\/p>\n<p><strong>Little Patuxent Water Reclamation Plant Advanced Process Instrumentation and Control System\u00a0<\/strong><strong>project \u2013 H<\/strong><strong>oward\u00a0<\/strong><strong>County<\/strong><\/p>\n<p>A $1,818,450\u00a0Bay Restoration Fund grant\u00a0to Howard County\u00a0will provide funding stemming from the Clean Water Commerce Act to reduce pollution to a tributary to the Chesapeake Bay. The Clean Water Commerce Act expanded the uses of the Bay Restoration Fund to include the costs associated with the purchase\u00a0of\u00a0cost-effective nitrogen, phosphorus or sediment load reductions. The\u00a0project\u00a0approved today involves the development and implementation\u00a0of advanced online instrumentation\u00a0and\u00a0expanded treatment to provide additional nitrogen and phosphorus reductions\u00a0beyond original\u00a0Enhanced\u00a0Nutrient\u00a0Removal (ENR) goals. The Maryland Department of the Environment will provide annual payments for\u00a0the purchase of verified annual reductions of nitrogen and phosphorus beyond ENR based on agreed-upon unit prices. Annual\u00a0purchases are estimated to be between $146,000 and $746,520\u00a0depending on the actual verified reductions.\u00a0This project is part of the\u00a0department&#8217;s\u00a0efforts to achieve additional nutrient reductions to offset the\u00a0projected increase in nutrient and sediment in waters from runoff due to climate change.<\/p>\n<p>&nbsp;<\/p>\n<p><strong>Frostburg C<\/strong><strong>ombined\u00a0<\/strong><strong>S<\/strong><strong>ewer\u00a0<\/strong><strong>O<\/strong><strong>verflow<\/strong><strong>\u00a0Elimination Phase IX-A \u2013\u00a0<\/strong><strong>Allegany County<\/strong><\/p>\n<p>A\u00a0$1,779,049\u00a0Bay Restoration Fund grant\u00a0to\u00a0the City of Frostburg\u00a0will help fund the next phase in a project to\u00a0separate combined sewers within the City of Frostburg and reduce the frequency and volume of\u00a0combined sewer overflows during wet weather events. This project will replace aging sewer lines and eliminate several flow obstructions and numerous infiltration and inflow\u00a0issues to significantly reduce wet weather wastewater flows to\u00a0downstream\u00a0wastewater treatment\u00a0facilities. The project will reduce\u00a0combined sewer overflow\u00a0discharges in compliance with MDE\u2019s\u00a0consent\u00a0decree with the City of Frostburg. This project is consistent with Maryland\u2019s climate\u00a0change adaptation and resiliency objectives through the reduction of overflows that are exacerbated by increased precipitation or flooding events.<\/p>\n<p>&nbsp;<\/p>\n<p><strong>Thurmont W<\/strong><strong>astewater Treatment Plant\u00a0<\/strong><strong>Reactor Aeration Optimization<\/strong><strong>\u00a0project\u00a0<\/strong><strong>\u2013\u00a0<\/strong><strong>Frederick\u00a0<\/strong><strong>County<\/strong><\/p>\n<p>A $460,346\u00a0Energy Water Infrastructure Program grant to the\u00a0Town of Thurmont\u00a0will\u00a0help\u00a0fund\u00a0modifications to equipment at the Thurmont Wastewater Treatment Plant for energy reduction and savings.\u00a0This project is consistent with the Greenhouse Gas Reduction Act\u2019s statewide goal of reducing greenhouse gas emissions 40 percent by 2030.<\/p>\n<p>&nbsp;<\/p>\n<p><strong>Maryland Correctional Institution Wastewater Treatment Plant Enhanced Nutrient Removal Upgrade<\/strong><strong>\u00a0\u2014\u00a0<\/strong><strong>Washington\u00a0<\/strong><strong>County<\/strong><\/p>\n<p>A $259,848 Bay Restoration Fund grant to\u00a0Maryland Environmental Service will help fund the planning, design and construction of Enhanced Nutrient Removal (ENR)\u00a0upgrades\u00a0at the\u00a0Maryland Correctional Institution Wastewater Treatment Plant.\u00a0After the upgrade, the facility will reduce its nitrogen discharge by 62.5 percent and its phosphorus discharge by 86 percent, significantly reducing the amount of nutrients discharged to\u00a0Antietam Creek\u00a0and ultimately the Chesapeake Bay. Excessive amounts of nutrients such as nitrogen and phosphorus lead to lowered levels of oxygen needed to support aquatic life in waterways, including the Chesapeake Bay. Enhanced Nutrient Removal upgrades of wastewater treatment plants are a critical component of Maryland\u00a0Chesapeake Bay restoration plan.
