It takes a conscientious effort, knowledge of cutting-edge farming practices, soil science and crop needs, financial commitments of which most non-farmers are unaware and strong teamwork connecting technical, educational, and financial assistance. Working together, these partners install hundreds of environmental best management practices (BMPs) each year.<\/p>\n<p>In the 25 years that Maryland has had an <a href=\"http:\/\/r20.rs6.net\/tn.jsp?et=1103235266854&amp;s=1063&amp;e=0013R4j7UJ40fdTWoYhmGk7TbLMxU7tGJWekxwJBvzAUNDG3Pf1H53Znn05QV8Gn9ypOdTH0eiteTnf5b84iCNC7IXEo22ht9KHz9weIAperIb0qmHDIz-WxD80LChLzGftJ8PrMp3H3oc=\" target=\"_blank\">agricultural water quality cost-share program<\/a>, farmers have spent approximately $14 million of their own money to match nearly $100 million in public funding to install and maintain over 20,000 best management practices on their farms.\u00a0That equates to almost 2\u00bd projects installed each and every day of the year for 25 years.\u00a0Some of these practices include over 1,600 manure storage buildings, more than 1,000 composters, and about 1,000 concrete heavy use areas on Eastern Shore poultry farms. There are over 30 practices such as these and stream crossings and fencing, watering troughs, grassed waterways, streamside buffers and livestock manure storage structures that are eligible for cost-sharing. Even in these difficult times, <a href=\"http:\/\/r20.rs6.net\/tn.jsp?et=1103235266854&amp;s=1063&amp;e=0013R4j7UJ40feAbqZk45USGrGAia_voAYPZo8U_pBgQVI-dSZIJddDbCLdPJMdTUOBqa21q66usddTRrQj9KfoVgMxN6oIMbamgrLGtwBQMI9ny68-x1UEZw==\" target=\"_blank\">Governor O&#8217;Malley<\/a>\u00a0has continued to include funds for these programs and farmland preservation in the budget.<\/p>\n<p>The on-farm BMPs, as we call them, result in well-managed farms that provide cleaner water, healthy local food, profitable farms, stronger rural economies, and the open space from which all Marylanders benefit.\u00a0There is great public support for local food and open space provided by our farmers.\u00a0Nearly <a href=\"http:\/\/r20.rs6.net\/tn.jsp?et=1103235266854&amp;s=1063&amp;e=0013R4j7UJ40fdKtle6-kky9SXCsmY1HfRfBaQrmcyYAYX4spncRw9YcdGa97HBw2L9TEI4zwxB7nmYHn6ZKVeHB3_uiECzRCwarVTuKC1pZq08R0tCwXRCagFLqXwgvePS9pljfxOJ4ivNCC-zzN-wmw==\" target=\"_blank\">80 percent of Marylanders surveyed<\/a>\u00a0said they preferred to buy local food if it was identified as being grown by a Maryland farmer. The <a href=\"http:\/\/r20.rs6.net\/tn.jsp?et=1103235266854&amp;s=1063&amp;e=0013R4j7UJ40fcID6mCPvbDQSIfVJKXR4vp30AN80cEytEh_Sp-rbDkZCVrZQKaSW8QtF1hT1NcCtiJFSBwCh2QVG6QCGIaxTXi5IIeC2LFUoFQvZwSrk4w1g==\" target=\"_blank\">Maryland&#8217;s Best <\/a>branding program helps consumers identify locally grown products as will a new law passed just days ago by the General Assembly. The <a href=\"http:\/\/r20.rs6.net\/tn.jsp?et=1103235266854&amp;s=1063&amp;e=0013R4j7UJ40fd2ST-psoXoM3atdrcBO49C6HSGehnmHaL7foivkJiV0KqHHLRILvqyw3seF-p2xmg__fXLhmbKX4RkwD53ScfutW4HJyyR2Z-hTsRBpPu1P_Y9axXz4b-gpwE0sbWmspd7uFu8Gx2qXkhpn8bne_gd\" target=\"_blank\">&#8220;Buy Local Bill&#8221;<\/a>\u00a0is a truth in advertising bill that will require retailers to identify for consumers what they mean when they use &#8220;local&#8221; in their promotions of fruits, vegetables and other products.<\/p>\n<p>Governor Martin O&#8217;Malley and First <a href=\"http:\/\/r20.rs6.net\/tn.jsp?et=1103235266854&amp;s=1063&amp;e=0013R4j7UJ40fcDmmu9UnWmw1nU3kBrgWk1Jcq8JIk-LAOmnoADDMs_P-JEI7d0Q24eYEgcLp3s7O3PM_dPPF0FGac7SZRneyM51IY2VYs3l7Bl5NWp6tAeX9HuSZXo1CIo\" target=\"_blank\">Lady Katie O&#8217;Malley<\/a>\u00a0have led the way to more local purchasing of agricultural products and healthful eating including the <a href=\"http:\/\/r20.rs6.net\/tn.jsp?et=1103235266854&amp;s=1063&amp;e=0013R4j7UJ40feqZv9U1LeHGZZsA8yc1mWtIjqyTF2ZUNIN6UBNEirbV-h4ChLzhFOZoamwSpoD8toDQXp1zMHOXxmZfFDY6S3W-ceVfPRcyCPBVebHRkQJw24tLmERJkVHePXohtxsD9ybso-bmcnhiw==\" target=\"_blank\">Farm to School<\/a>\u00a0program, the <a href=\"http:\/\/r20.rs6.net\/tn.jsp?et=1103235266854&amp;s=1063&amp;e=0013R4j7UJ40fem8xuW59qy9WV2OY_sbYV7XzIEJEAG-n0I78aVSFbwPLTBprFPj8-FWBv74D6cqvVeGdq4wKut66X2XgKqeGciesSDvJdbzRLoSg_lgHHfydgdyNMfupwqno6R5pFvrXD96LAKSDldFw==\" target=\"_blank\">Buy-Local Cookout<\/a>, the <a href=\"http:\/\/r20.rs6.net\/tn.jsp?et=1103235266854&amp;s=1063&amp;e=0013R4j7UJ40ff4TjdiOtiLjTQGkvHY18K5a67ia4UQmrHZCQgvqfAPVWiiQn0skfAlCp7N2fpF2acl8Bv0RxNUPy3PE1d1Z_sWC9q3IbkBXuI9N9HL7znMjQ==\" target=\"_blank\">Grow it Eat it<\/a>\u00a0backyard food gardening.\u00a0School systems all over the state are beginning to include some fresh local products in school lunches. One notable leader, Tony Geraci, the head of Baltimore City School System&#8217;s Food and Nutrition Program won a Smart, Green and Growing award for his commitment to purchasing local foods for school meal programs.<\/p>\n<p>At MDA we are doing our part as well. We are members of the <a href=\"http:\/\/r20.rs6.net\/tn.jsp?et=1103235266854&amp;s=1063&amp;e=0013R4j7UJ40fenWUNh2NBvLP6XiNs3ujqqKVfG4ulZonytAYEh5Q7QZSI7PhrXScgvuoAG7zUYxy44CS5JfkL9BzwwGBoBvMwaeu-MHsPx4rMoLYF0NZig4v7IdEHVOWEnTHy86za_U9Y=\" target=\"_blank\">Maryland Green Registry<\/a>\u00a0and have been recognized for our sustainable practices at the department. He views the department as &#8220;where he grew up&#8221; and now comfortably sits in the same office with many of the same faces he worked with until 2000.<\/p>\n<p>Many activities of the MDA are regulatory in nature, others are assigned to a category of public service and some are educational or promotional in scope. All are intended to provide the maximum protection possible for the consumer as well as promote the economic well-being of farmers, food and fiber processors and businesses engaged in agricultural related operations.<\/p>\n<p>Jim manages the business\/operational\/administrative end of MDA&#8217;s activities. His job is to make sure that the department provides employees with the resources they need to effectively do their job and serve Marylanders.\u00a0His vision is to make the department work environment as pleasant as possible within the resources available.<\/p>\n<p>Jim modestly views himself as &#8220;one cog in the wheel&#8221; and takes a collaborative approach to get everyone working on the same page. He feels sense of pride and ownership of the building and the people who work here. &#8220;MDA is a little different than most state agencies. Because we own our building, the Department of General Services does not provide assistance to maintain the building or landscaping.\u00a0The maintenance can be challenging to keep appearances for how they should be within the resources we have.&#8221;<\/p>\n<p>When not crunching numbers or managing operations at the Department, Jim enjoys spending time with his family at the Delaware Shore.<\/p>\n<p>Jim holds a B.A. in economics from the University of Maryland Baltimore County and an M.B.A. from Mount St. Mary&#8217;s College. He has been a Certified Public Accountant since 1983. Preheat the broiler. Heat the olive oil in a medium cast iron skillet. Add the onion, scallions, and garlic; saut\u00e9 for 3 minutes over medium-high heat. Add the mushrooms, tomatoes, parsley, dill, and asparagus, and continue to cook, stirring occasionally, for 2 minutes longer. Remove from the heat.<br \/>\n2. Whisk together the eggs, half-and-half, salt and pepper in a small bowl until the eggs are light and frothy. Pour the egg mixture over the vegetables in the skillet. This weather is<br \/>\nconducive to the gypsy moth fungus, <span style=\"font-style: italic\">Entomaphaga<br \/>\nmaimaiga<\/span>, which kills the gypsy moth larvae (caterpillars).<br \/>\nCaterpillars eat the leaves of oaks and other hardwoods from late April<br \/>\nthrough June. Heavy populations of caterpillars will eat most or all<br \/>\nleaves on a tree, potentially killing it. The first defoliation in<br \/>\nMaryland occurred in 1980.
