offered a great opportunity to talk with many new and old friends alike.<span>\u00a0 <\/span>Governor O&#8217;Malley attended for the fifth consecutive year and inducted our two newest families into the <a href=\"http:\/\/r20.rs6.net\/tn.jsp?llr=hbynpkcab&amp;et=1104461694606&amp;s=1063&amp;e=0010SaZUldpbOwxP-t_k97-GPUkAXSQagPmNpTI9uQZit2DN0rcNJRNkmJBuNEGpm9uCl_7A8MTnPs1o1CvHpHgh9oXqWeD0MiiUytqlj4mxKYDr9PfLbioMJidhDDrfcqy3KcpS61JgBam_bJ5nLefDw==\" target=\"_blank\">Agriculture Hall of Fame<\/a>.<span>\u00a0 <\/span><\/p>\n<p style=\"margin-top: 0px;margin-bottom: 0px\">Deputy Secretary Setting and I attended the <a href=\"http:\/\/r20.rs6.net\/tn.jsp?llr=hbynpkcab&amp;et=1104461694606&amp;s=1063&amp;e=0010SaZUldpbOw_4YHZxXsJ6elFKpi2rD6XCGaZB7uI9bBE-Ln-qw21oU1lzuyfOzDnVJjQYF6ANcyqPSt49dyVLzBr5-yb1mJlmU-sTpnyu8I=\" target=\"_blank\">National Association of State Departments of Agriculture (NASDA<\/a>) winter meeting in Northern Virginia this month on the heels of President Obama releasing his proposed budget. <span>\u00a0<\/span>Much of the meeting focused on proposed budget cuts, and we are looking at all of these to see how they may impact Maryland.<span>\u00a0 <\/span>Another point of discussion at NASDA was the need for immigration reform.<span>\u00a0 <\/span>We continue working towards developing a system for adequate labor supply.<\/p>\n<p style=\"margin-top: 0px;margin-bottom: 0px\">Many of you have expressed concern about Maryland&#8217;s inheritance tax law. You may be interested to know that <a href=\"http:\/\/r20.rs6.net\/tn.jsp?llr=hbynpkcab&amp;et=1104461694606&amp;s=1063&amp;e=0010SaZUldpbOwkAWMlpls21o1EMeuGSYbkAaj1IJwpovur40fwvPgWIlG2mVTrSVR1LHPr23DpLCfAWbLLYTQc02_lZlK1_RglxFI3KuauvRlQH3ouODW3X5CqYdUGS5yDrKxFd21ezd18JCLcowPYmj2zNQPDZDGu\" target=\"_blank\">HB 721<\/a> will be heard next week in Annapolis, which essentially raises the exemption for agricultural properties up to $5 million and reduces the estate tax rate to 5 percent for property values over $5 million.<\/p>\n<p style=\"margin-top: 0px;margin-bottom: 0px\">Our marketing office continues to work hard to find new and improved market opportunities for farmers and watermen. At the end of last month we held a successful buyer grower meeting with more than 300 participants, including new grocery store chains.<span>\u00a0 <\/span>This month we offered a two day <a href=\"http:\/\/r20.rs6.net\/tn.jsp?llr=hbynpkcab&amp;et=1104461694606&amp;s=1063&amp;e=0010SaZUldpbOwTS9WewSpJiwtW66nLpUSTZWma-cWMmUJfUHW_zeqfuYMlMykd0ezlgMn4mP-NDsB27DmnwHiAaQA3Obb8QLHODxYxa8TG94WKKRx_82WmSghorfzKiI95ZGDn56yYRe02FUBHMNkRYw==\" target=\"_blank\">farmers&#8217; market workshop<\/a> gathering more than 100 stakeholders and providing a variety of breakout sessions and information on state regulations.<\/p>\n<p style=\"margin-top: 0px;margin-bottom: 0px\">There continues to be a growing interest in and demand for local products ranging from produce and meats to wines and cheese and we&#8217;re working to ensure consumers know where the products are from.<span>\u00a0 <\/span>We have developed new regulations that will be finalized soon.<span>\u00a0 <\/span>If advertising an agricultural or seafood product as &#8216;<a href=\"http:\/\/r20.rs6.net\/tn.jsp?llr=hbynpkcab&amp;et=1104461694606&amp;s=1063&amp;e=0010SaZUldpbOwKOF1KxT5wZpIpACFMRH3WHemCEA-1Jy1bGKvUBdvT_yQvzAer45VO_CevsE804TKu4qhgEc694y9JUjMYmSfeXUMxcUietjidO1PJbMYVE8daz28R_eiWVr0UCRvqQCbzIwejOGPXkQ==\" target=\"_blank\">local<\/a>&#8216;, the proposed regulations will require businesses to disclose the origin of their product and consumers can make their own determination if a food advertised as &#8216;local&#8217; meets their standard.&#8221;<\/p>\n<p style=\"margin-top: 0px;margin-bottom: 0px\">I&#8217;d also like to take a moment to remind farmers that despite our recent warm weather, <a href=\"http:\/\/r20.rs6.net\/tn.jsp?llr=hbynpkcab&amp;et=1104461694606&amp;s=1063&amp;e=0010SaZUldpbOy7dN1hP9KNv463Hlr9-P03EpivWvX14EOHz1LDsm3wWgivGLpSHom5i8Y5whmxskXbEDG1aZLk-_xal8MsIDkffZbZd5dzpCSM88cpubq46wxpuKblHOHPaAFjARITZabGjT2qL_eAGQ==\" target=\"_blank\">no stackable manure or poultry litter may be applied to soil until March 1<\/a>. He has a passion and a keen knowledge of aquaculture.<span>\u00a0 <\/span>He grew up with a great appreciation for the Chesapeake Bay, spending much of his youth fishing and crabbing here.<span>\u00a0 <\/span>As the aquaculture coordinator, Karl enjoys his role as liaison between government and industry to help businesses become established in Maryland and currently spends most of his time managing oyster aquaculture permitting process.<\/p>\n<p style=\"margin-top: 0px;margin-bottom: 0px\">He developed a strong interest in aquaculture while earning his Bachelor of Science in Marine Science at the University of Miami.<span>\u00a0 <\/span>He started with the state Department of Agriculture in 1990 with the <a href=\"http:\/\/r20.rs6.net\/tn.jsp?llr=hbynpkcab&amp;et=1104461694606&amp;s=1063&amp;e=0010SaZUldpbOxk61jKE6i2k7aw421xMS7qKIKXlZR9HOFeFqytwrUTfrZ4jugF8bod9Bn70D32WXeYKzJVEqlfw8fIPXo6nW-mTrhniYv0-kEemID797XYKfml3P2xSZycvydyxl-X4fpk0wQtsCl5Rzt_5LUqRc5CWp1eMn58jDlAB_BBafmNWwYu46zpy17YRHqcHYwRRuZXPuMy9vSJOP5ImTRP53Ap\" target=\"_blank\">Gypsy Moth Suppression Program<\/a>.<span>\u00a0 <\/span>In the late 1990s he spent three years as the State&#8217;s aquatic animal health inspector, charged with helping farmers develop better management techniques to make their operations more productive.<span>\u00a0 <\/span>He also developed health certification protocols with MDA&#8217;s College Park Animal Health Lab to help farmers diagnose and resolve aquatic animal diseases and other problems in the field. <span>\u00a0<\/span>At that time there were a lot of finfish operations in Maryland.<span>\u00a0 <\/span>&#8220;I gained a lot of experience quickly and really enjoyed working with farmers in the field,&#8221; said Karl. <span>\u00a0<\/span>He then became the aquaculture coordinator in 2000<\/p>\n<p style=\"margin-top: 0px;margin-bottom: 0px\">Since its founding in 2005, Karl has served on the 17-member <a href=\"http:\/\/r20.rs6.net\/tn.jsp?llr=hbynpkcab&amp;et=1104461694606&amp;s=1063&amp;e=0010SaZUldpbOwAEzb4B2AS2y3dHT2CRx662O9ffAixKxwWKDi4iU_UOQUlFpCt4f8IXRm6L7KXHiUH4qFjUa7r03fN6dFNRDe2XDZjluKoMxwemdX_AaR-7fBNXv6c1PLWc-Dbqoxg-tIQKCmxfZ7XfpkcG7-c-qhvLr0toe0_YWA=\" target=\"_blank\">Aquaculture Coordinating Council,<\/a> which advises the Governor and General Assembly to promote the development of aquaculture and to make proposals based on stakeholder input to advance the Maryland aquaculture industry. <span>\u00a0<\/span>He is most proud of his work on the council that helped to develop <a href=\"http:\/\/r20.rs6.net\/tn.jsp?llr=hbynpkcab&amp;et=1104461694606&amp;s=1063&amp;e=0010SaZUldpbOyARM0zQW4P5Jcchu_T88MsOEHWgqsAVY7ML8FCE2vwrXjnNknY6V8RBnN6HmHbba8M-EHKLv0JzQjtGUmrczaF-0FXtEA6P4GJVHzpsv-MrY3CNAKCVSN_4X4gjzzwlTgfT8XlbsN_pUxMVqiekcpB62w1aWPLmvk=\" target=\"_blank\">best management practices for Maryland aquaculture<\/a>. Another monumental accomplishment of the council was their work to change Maryland&#8217;s Shellfish Leasing Law, which passed unanimously in 2009. Prior to that, Maryland&#8217;s law had not been updated in over a century.<span>\u00a0 <\/span>Karl also chairs the <a href=\"http:\/\/r20.rs6.net\/tn.jsp?llr=hbynpkcab&amp;et=1104461694606&amp;s=1063&amp;e=0010SaZUldpbOx_F92dLDoy69WQTD50lftPiyCXuGw2Nq6BqSJybQwq2dIhiUvf-Lht4vx3DpJjb9knEz3xydJ1I-FOBmph6M7bzBi3w-W_74aN31u7VkFGKoCGskyePhdL9bhzt0fjVBKDSktj_CQQ7mxNIL_oozufzwkuHvXZoUU=\" target=\"_blank\">Aquaculture Review Board<\/a>, whose five members are charged with aquaculture permitting and oversight in regulatory compliance.<\/p>\n<p style=\"margin-top: 0px;margin-bottom: 0px\">In his spare time, Karl runs a charter fishing boat out of Ocean City. Heat the oil in a large stockpot over medium heat and cook the bacon, onions, carrots, and celery until tender.\u00a0 Remove the bacon and vegetables from the pot and set aside.<\/p>\n<p>2.) Brown the rabbit pieces in the stockpot over medium heat until golden on all sides.\u00a0 Remove the pot from the heat.\u00a0 Drain any remaining oil from the stockpot.\u00a0 Add 1 cup of water to the pot and stir.\u00a0 Return the bacon and vegetables to the pot and add the tomatoes.\u00a0 If needed, add additional water to cover the rabbit meat.\u00a0 Cook on low heat, covered, for 1 1\/2 hours.<\/p>\n<p>3.)
