Alisha Mulkey, Program Manager of Planning and Development, Office of Resource Conservation

ANNAPOLIS, MD – The Maryland Department of Agriculture announced that Alisha Mulkey has been named program manager for Program Planning and Development within the Office of Resource Conservation, effective November 7.

As program manager, Mulkey will be responsible for planning, developing, and coordinating policy, programs, and public information about resource conservation issues and nonpoint-source pollution. In addition to her role as program manager, Mulkey will serve as the executive secretary to the State Soil Conservation Committee. As the executive secretary, she will coordinate programs and activities with local soil conservation districts, federal and state agencies, and public and private agricultural and natural resource organizations. Mulkey will also oversee the Animal Waste Technology Fund and provide support to the Conservation Reserve Enhancement Program Advisory Committee.

Mulkey joined the department in 2014 as the program coordinator for the Agricultural Watershed Implementation Plan. Over the years, she has been responsible for tracking, analyzing, and coordinating agricultural best management practices that help Maryland meet its Chesapeake Bay cleanup goals. She has also represented the department on several Chesapeake Bay work groups focused on agriculture and nutrient modeling.

Mulkey received her bachelor’s degree in Soil Sciences from the University of Tennessee, Knoxville and a master’s degree in Soil and Watershed Science from the University of Maryland. She is certified in nutrient management in Maryland and is an active member of the Agronomy Society, local Soil and Water Conservation Society, and the Maryland-Delaware 4R Alliance. Mulkey was honored as the department’s Employee of the Year in 2017.
