Governor O’Malley Names Two Members to Maryland Horse Industry Board

ANNAPOLIS, MD – Governor Martin O’Malley has appointed Beverly Raymond of Upper Falls (Baltimore County) and re-appointed Karen Fulton of Finksburg (Carroll County) to the Maryland Horse Industry Board (MHIB), a program within the Maryland Department of Agriculture (MDA). Both terms run through June 2017.

Ms. Raymond is a much-honored lifelong horsewoman who was a founder of the Maryland Horse Council and served as an MHIB stable inspector for 33 years before retiring in 2010. She will represent equine rescues and humane societies on the MHIB Board. She fills the seat vacated by Kathy Howe, founder and former Executive Director of Days End Farm Horse Rescue. Ms. Raymond serves on the board of the Equine Rescue and Rehabilitation Institute at Rendezvous Farm in Parkton and helped draft regulations for Maryland’s licensed stables including its equine rescues. She has long-time experience working with the counties’ animal control departments and humane societies. In 2011, she was honored as Horse Person of the Year by the Maryland Horse Council. In 2013, she received the Van Ness Award from the American Horse Council for her impact nationally on horse care and related equine issues.

Ms. Fulton and her husband Stephen own and operate Full Moon Farm, a licensed, 80-acre, full-service lesson and boarding facility. She teaches approximately 200 students a week and runs numerous horse shows, schooling days and horse trials. She will continue to represent the state’s 640 licensed stables during her second term on the MHIB Board.

“We are incredibly fortunate to have people such as Beverly Raymond and Karen Fulton, with their vast knowledge and experience, as members of our board,” said MHIB Chair Jim Steele. “We are delighted Bev has come out of retirement to serve MHIB as a board member and to have someone with Karen’s energy and enthusiasm to be re-appointed.”

The MHIB, established as a program within MDA by the Maryland General Assembly in 1998, is a commodities board that represents the state’s equine industry. Its main functions are to license the state’s commercial lesson, boarding, rental and rescue stables and to promote, market and help grow the industry.
