Change of Leadership Jail Administrator Ceremony For Baltimore City Detention Center

TOWSON, MD (October 10, 2013) –  New Jail Administrator Ricky Foxwell, who assumed leadership of the Baltimore City Detention Center earlier this year, was honored today during a ceremony at St. Frances Academy, near the downtown correctional complex.

Foxwell started his career with the Department of Public Safety and Correctional Services (DPSCS) in January 1994 at the Maryland House of Correction (MHC) in Jessup. He also worked at the Eastern Correctional Institution and Poplar Hill Pre-Release Unit as he progressed up the ranks.

Foxwell was part of a small core of administrators involved in the shuttering of MHC, which Secretary Gary D. Maynard ordered closed after the stabbing of an officer there in early 2007. He then worked as Security Chief at the Maryland Correctional Institution – Jessup before transferring to the detention side of the department as Assistant Warden at BCDC in 2010. In April of this year, titles were reconfigured at the detention center, and Foxwell was promoted to Jail Administrator.

Since being named Jail Administrator, Foxwell continues to work closely with department leaders, reporting directly to Secretary Gary D. Maynard, instituting operational changes to bolster security at the detention center, bringing in new security personnel, administrators and state-of-the art video surveillance, overseeing infrastructure improvements and the deployment cell phone detection technology.

Not just a solid leader in his chosen profession, Foxwell is also an outstanding citizen. In 2012, he received a Life Saving Award from the Maryland Transportation Authority Police for saving the life of a woman who attempted to jump off the Chesapeake Bay Bridge. Foxwell encountered the woman during his daily commute and intervened.
