A fourth in <\/span><span style=\"font-weight: 400\">Anne Arundel Count<\/span><span style=\"font-weight: 400\">y is expected to become effective later in 2021. The precise locations of Maryland\u2019s No Discharge Zones are detailed in the <\/span><a href=\"http:\/\/www.dsd.state.md.us\/comar\/comarhtml\/26\/26.08.03.01.htm\" target=\"_blank\" rel=\"noopener\"><span style=\"font-weight: 400\">Code of Maryland Regulations<\/span><\/a><span style=\"font-weight: 400\"> o<\/span><span style=\"font-weight: 400\">n the department website.<\/span><!--more--><\/p>\n<p><span style=\"font-weight: 400\">It is already illegal to discharge untreated sewage anywhere within three miles of the U.S. coast, but a No Discharge Zone also prohibits discharge of waste treated by Type I or II marine sanitation devices in the designated area. <\/span><span style=\"font-weight: 400\">When operating in a No Discharge Zone, boaters with these devices on board must secure them. <\/span><span style=\"font-weight: 400\">Acceptable methods to secure these systems include locking the door to the head or disabling the seacock.<\/span><\/p>\n<p><span style=\"font-weight: 400\">A majority of boaters have installed holding tanks, which are emptied at <\/span><a href=\"https:\/\/dnr.maryland.gov\/Boating\/Pages\/pumpout\/home.aspx\" target=\"_blank\" rel=\"noopener\"><span style=\"font-weight: 400\">pumpout stations.<\/span><\/a><span style=\"font-weight: 400\"> EPA\u2019s primary measure for approving a No Discharge Zone for an area is adequate pumpout facilities. In the Chester River, there are 16 pumpout stations that were funded by federal Clean Vessel Act and state <a href=\"https:\/\/dnr.maryland.gov\/boating\/pages\/grants.aspx\" target=\"_blank\" rel=\"noopener\">Waterway Improvement Fund<\/a> grants administered by DNR. Boaters pay into these funds through excise taxes on fishing gear and marine fuel and when they <\/span><span style=\"font-weight: 400\">title their boats in Maryland.\u00a0<\/span><\/p>\n<p><span style=\"font-weight: 400\">Suspected violations should be reported to the <\/span><span style=\"font-weight: 400\">Maryland Department of the Environment (MDE) at 410-537-3510 (weekdays) or 866-MDE-GOTO (evenings and weekends). <\/span><span style=\"font-weight: 400\">All other violations related to vessel operation should be reported to the Natural Resources Police at 410-260-8888.<\/span><\/p>\n<p><span style=\"font-weight: 400\">More information about pumpouts and No Discharge Zones in Maryland is available on the<\/span> <a href=\"https:\/\/dnr.maryland.gov\/Boating\/Pages\/pumpout\/home.aspx\" target=\"_blank\" rel=\"noopener\"><span style=\"font-weight: 400\">DNR website<\/span><\/a><span style=\"font-weight: 400\">.
