{"id":13113,"date":"2025-10-09T14:38:32","date_gmt":"2025-10-09T18:38:32","guid":{"rendered":"https:\/\/news.maryland.gov\/dhcd\/?p=13113"},"modified":"2025-10-09T14:38:35","modified_gmt":"2025-10-09T18:38:35","slug":"state-of-maryland-announces-36-8-million-investment-to-create-or-preserve-1275-affordable-housing-units","status":"publish","type":"post","link":"https:\/\/news.maryland.gov\/dhcd\/2025\/10\/09\/state-of-maryland-announces-36-8-million-investment-to-create-or-preserve-1275-affordable-housing-units\/","title":{"rendered":"State of Maryland Announces $36.8 Million Investment to Create or Preserve 1,275 Affordable Housing Units"},"content":{"rendered":"\n<p><i><span style=\"font-weight: 400\">Awards support Governor\u2019s Housing Starts Here effort to build more affordable housing<\/span><\/i><\/p>\n<p><b>LANHAM, MD (October 9, 2025) \u2014<\/b><span style=\"font-weight: 400\"> The Maryland Department of Housing and Community Development today announced <\/span><a href=\"https:\/\/news.maryland.gov\/dhcd\/wp-content\/uploads\/sites\/16\/2025\/10\/2026-LIHTC-Awards.pdf\"><span style=\"font-weight: 400\">$36.8 million in funding to 13 projects<\/span><\/a><span style=\"font-weight: 400\"> through federal Low Income Housing Tax Credits and state and federal rental housing programs, including $17.5 million in tax credits, estimated to generate $160 million in tax credit equity. These awards will result in the creation or preservation of 1,275 high quality, energy-efficient, affordable rental units in eight counties and Baltimore City.<\/span><\/p>\n<p><span style=\"font-weight: 400\">\u201cThe creation of affordable housing is not just about building shelter, but about building legacy,\u201d said <\/span><b>Governor Wes Moore.<\/b><span style=\"font-weight: 400\"> \u201cThese projects will make it possible for more families to stay in the communities they love, for more seniors to age with dignity, and for more people to live closer to where they work.\u201d<\/span><\/p>\n<p><span style=\"font-weight: 400\">The announcement builds on Gov. Moore\u2019s recently-signed <\/span><a href=\"https:\/\/governor.maryland.gov\/news\/press\/pages\/governor-moore-signs-executive-order-to-increase-housing-production-and-make-housing-more-affordable-across-maryland.aspx#:~:text=%E2%80%9CGovernor%20Moore's%20executive%20order%20will,to%20economic%20mobility%20and%20opportunity.\"><span style=\"font-weight: 400\">Housing Starts Here executive order<\/span><\/a><span style=\"font-weight: 400\"> and other pieces of legislation signed into law during the <\/span><a href=\"https:\/\/governor.maryland.gov\/news\/press\/pages\/governor-moore-signs-housing-legislation-to-make-maryland-more-affordable.aspx\"><span style=\"font-weight: 400\">2024<\/span><\/a><span style=\"font-weight: 400\"> and 2025 legislative sessions, marking critical progress towards addressing Maryland\u2019s housing affordability and availability crises.<\/span><\/p>\n<p><span style=\"font-weight: 400\">\u201cLow-Income Housing Tax Credits and Rental Housing Program funds play an important role in the state\u2019s effort to address the housing shortage and provide high-quality, energy-efficient, affordable housing for Marylanders,\u201d <\/span><b>said Maryland Department of Housing and Community Development Secretary Jake Day.<\/b><span style=\"font-weight: 400\"> \u201cThis work directly supports the Governor\u2019s executive order, which directs the Maryland Department of Housing and Community Development to work in partnership to move faster to build new homes, make housing more affordable, and create a housing market that is more competitive.\u201d<\/span><\/p>\n<p><span style=\"font-weight: 400\">By leveraging non-competitive 4% Low-Income Housing Tax Credits in addition to the competitive 9% credits, the 13 projects will create or preserve 1,275 total units for families. Of those units, 660 will be created through the competitive awards and 615 will be created as a part of \u201ctwinned\u201d projects, which combine the use of 9% and 4% tax credits.\u00a0<\/span><\/p>\n<p><span style=\"font-weight: 400\">\u201cThe rising cost of housing weighs heavy on far too many Maryland families. With support from our investments in the federal Low Income Housing Tax Credit program, Maryland is expanding affordable housing and building more homes for families across the state. Together we will continue working to expand affordable housing options to meet the needs of our communities,\u201d <\/span><b>said U.S. Senator Chris Van Hollen.<\/b><\/p>\n<p><span style=\"font-weight: 400\">Awards were made based on newly revised criteria outlined in the State\u2019s 2025 <\/span><a href=\"https:\/\/dhcd.maryland.gov\/HousingDevelopment\/Documents\/rhf\/2025-QAP.pdf\"><span style=\"font-weight: 400\">Qualified Allocation Plan <\/span><\/a><span style=\"font-weight: 400\">(QAP), signed by Gov. Moore earlier this year. The QAP requires a portion of funding to be reserved for <\/span><a href=\"https:\/\/endhomelessness.org\/resources\/toolkits-and-training-materials\/permanent-supportive-housing\/\"><span style=\"font-weight: 400\">Permanent Supportive Housing<\/span><\/a><span style=\"font-weight: 400\"> projects and requires 15% of competitively funded units to be reserved for persons experiencing homelessness. Sojourner Place at the Falls, sponsored by Episcopal Housing Corporation, Healthcare for the Homeless and Beacon Communities, will create 25 units of Permanent Supportive Housing in Baltimore City.\u00a0<\/span><\/p>\n<p><span style=\"font-weight: 400\">Low-Income Housing Tax Credit Awards are determined through competitive application rounds held by the Department. In this round, the Department received 27 applications, requesting approximately $36.3 million in federal tax credits.<\/span><span style=\"font-weight: 400\"><br \/><\/span><\/p>\n<p><span style=\"font-weight: 400\">The announcement event was held at the site of an awarded transit-oriented development project at Capital Heights Metro station. The project, sponsored by developers Pennrose and The Argos Group, will create 146 rental units in Prince George\u2019s County.\u00a0\u00a0<\/span><\/p>\n<p><span style=\"font-weight: 400\">\u201cI appreciate Secretary Day for making this important announcement in Prince George\u2019s County. Affordable Housing is at the very center of mine and the Moore Administration\u2019s priorities. This transit-oriented development project, right across from the Metro, is an example of the type of sustainable development we want in Prince George\u2019s County,\u201d <\/span><b>said County Executive Aisha Braveboy.<\/b><span style=\"font-weight: 400\"> \u201cWe want our teachers, firefighters, nurses, police officers, and hard-working professionals to thrive and have access to safe and affordable spaces they can proudly call home.\u201d<\/span><\/p>\n<p><span style=\"font-weight: 400\">\u201cThe support from Governor Moore, Maryland Department of Housing and Community Development, Prince George\u2019s County, and the Town of Capitol Heights has been pivotal in our goal to transform an underutilized site into a vibrant, mixed-use, transit-oriented community,\u201d <\/span><b>said Ivy Dench Carter, senior vice president of community revitalization &amp; public partnership at Pennrose.<\/b><span style=\"font-weight: 400\"> \u201cIn partnership with the Argos Group, we\u2019re thrilled to create new affordable, attainable housing as the Blue Line corridor experiences significant growth, investment, and capital improvements.\u201d<\/span><\/p>\n<p><span style=\"font-weight: 400\">\u201cOn behalf of the town, I want to express our heartfelt gratitude for the tremendous support we have received from Governor Moore, the Maryland Department of Housing and Community Development, and Prince George&#8217;s County,\u201d <\/span><b>said Capitol Heights Mayor Linda Monroe. <\/b><span style=\"font-weight: 400\">\u201cWe are beyond excited about the new affordable, attainable housing initiative as our community continues to experience significant growth and capital improvements.
