However, over the past 20 years, vacancy rates in the Ellwood Park community have climbed higher, and homeownership opportunities have become farther out of reach.\u00a0<\/p>\n<p align=\"left\">The Maryland Department of Housing and Community Development and <a href=\"https:\/\/links-1.govdelivery.com\/CL0\/https:%2F%2Fwww.southeastcdc.org%2F\/1\/01000199591d4f6f-5b1e5dba-5862-404c-9909-87c95fbb5559-000000\/5Pp5Pj6Zu5TrMF7pgj_ytpmqKUdBgG8opZOhfGQfEfs=423\" target=\"_blank\" rel=\"noopener\" data-saferedirecturl=\"https:\/\/www.google.com\/url?q=https:\/\/links-1.govdelivery.com\/CL0\/https:%252F%252Fwww.southeastcdc.org%252F\/1\/01000199591d4f6f-5b1e5dba-5862-404c-9909-87c95fbb5559-000000\/5Pp5Pj6Zu5TrMF7pgj_ytpmqKUdBgG8opZOhfGQfEfs%3D423&amp;source=gmail&amp;ust=1758223120589000&amp;usg=AOvVaw3Fl2hUsy3w067t9b6RROsa\">Southeast Community Development Corporation<\/a> agree: Homeownership for legacy Baltimoreans and the redevelopment of disinvested neighborhoods can and should be achieved at the same time. With DHCD support, Southeast CDC will continue to renovate vacant property in Ellwood Park, including up to 47 currently vacant residential properties \u2013 tackling both problems at once.\u00a0<\/p>\n<p align=\"left\">The Baltimore Vacants Reinvestment Initiative (BVRI) is part of Reinvest Baltimore, an initiative established through <a href=\"https:\/\/links-1.govdelivery.com\/CL0\/https:%2F%2Fnews.maryland.gov%2Fdhcd%2F2024%2F10%2F02%2Fgovernor-moore-signs-executive-order-to-maximize-economic-potential-for-neighborhoods-in-baltimore-city%2F\/1\/01000199591d4f6f-5b1e5dba-5862-404c-9909-87c95fbb5559-000000\/RneTy4Qhe_BiC5VosBd-laQGpaE3P3BDvOw_cf9aQ20=423\" target=\"_blank\" rel=\"noopener\" data-saferedirecturl=\"https:\/\/www.google.com\/url?q=https:\/\/links-1.govdelivery.com\/CL0\/https:%252F%252Fnews.maryland.gov%252Fdhcd%252F2024%252F10%252F02%252Fgovernor-moore-signs-executive-order-to-maximize-economic-potential-for-neighborhoods-in-baltimore-city%252F\/1\/01000199591d4f6f-5b1e5dba-5862-404c-9909-87c95fbb5559-000000\/RneTy4Qhe_BiC5VosBd-laQGpaE3P3BDvOw_cf9aQ20%3D423&amp;source=gmail&amp;ust=1758223120589000&amp;usg=AOvVaw3zDccBd2JcXFxX8EnRnMl3\">Governor Moore\u2019s 2024 executive order<\/a> to generate cross-sector partnership to address the challenge of vacant properties in Baltimore City neighborhoods. That same year, Southeast CDC began meeting with Ellwood Park residents to chart their goals for their neighborhood. The money was used for whole block improvements such as upgrades to the neighborhood park (Ellwood Avenue Park), lighting and traffic calming, community clean-ups, residential facade improvements, and container gardens.\u00a0\u00a0\u00a0<\/p>\n<p align=\"left\">Through this overall work, Southeast CDC discovered that the connection between vacancy reduction and homeownership was not always obvious to potential partners. Funding through this recent Baltimore Vacants Reinvestment Initiative award and support from the Department\u2019s team will help to bridge messaging gaps and widen Southeast CDC\u2019s network for outreach and teamwork.<\/p>\n<p align=\"left\">For Paisley, Reinvest Baltimore \u201caccelerates our work by calling attention to the many benefits of mitigation of vacant properties. When families have safe places to live, children are able to maintain strong school attendance, residents take pride in their neighborhoods, community vibrancy flourishes and Baltimore City becomes the blueprint for elimination of concentrations of vacant properties.\u201d<\/p>\n<p align=\"left\">Southeast CDC is not just rehabbing homes \u2013 they are restoring communities, family stories, and futures.
