{"id":13050,"date":"2025-09-03T14:43:08","date_gmt":"2025-09-03T18:43:08","guid":{"rendered":"https:\/\/news.maryland.gov\/dhcd\/?p=13050"},"modified":"2025-09-03T16:03:38","modified_gmt":"2025-09-03T20:03:38","slug":"public-notice-draft-2024-2025-consolidated-annual-performance-and-evaluation-report-caper","status":"publish","type":"post","link":"https:\/\/news.maryland.gov\/dhcd\/2025\/09\/03\/public-notice-draft-2024-2025-consolidated-annual-performance-and-evaluation-report-caper\/","title":{"rendered":"PUBLIC NOTICE: Draft 2024-2025 Consolidated Annual Performance and Evaluation Report (CAPER)"},"content":{"rendered":"\n<p class=\"wp-block-paragraph\"><\/p>\n\n\n\n<p>In accordance with the guidelines established by the U.S. Department of Housing and Urban Development (HUD), notice is hereby given that the State of Maryland\u2019s Department of Housing and Community Development (DHCD) has opened a 15-day public comment period on its Draft State Fiscal Year 2025 (Federal Fiscal Year 2024) Consolidated Annual Performance and Evaluation Report (CAPER).<\/p>\n<p>The CAPER is a planning document required by HUD for grantees receiving funds in programs such the Community Development Block Grant (CDBG), HOME Investment Partnership (HOME), Housing Trust Fund (HTF), Homeless Emergency Solutions Grant (ESG), and Housing Opportunities for People with AIDS (HOPWA). It is part of the larger Consolidated Plan process which covers a five-year period and identifies various priorities utilizing this funding to provide decent housing, economic opportunities, and acceptable living environments for Maryland\u2019s citizens. The Consolidated Plan receives yearly updates through an Annual Action Plan which designates specific annual goals and projects to assist in meeting the overall strategic long-term goals of the Consolidated Plan. The CAPER is also submitted annually to HUD and describes the progress the State has made in carrying out the goals identified in both the Annual Action Plan and the Consolidated Plan. During State Fiscal Year 2025, DHCD completed the fifth and final year in the five-year Consolidated Plan and the draft CAPER details the progress DHCD made towards its housing and community development goals from July 1, 2024 to June 30, 2025.<\/p>\n<p>The State of Maryland\u2019s HUD planning documents only covers the State\u2019s non-entitlement jurisdictions which do not receive any programmatic funding directly from HUD. Entitlement jurisdictions include Anne Arundel, Baltimore, Harford, Howard, Montgomery, and Prince George\u2019s counties, and the cities of Annapolis, Baltimore, Bowie, Cumberland, Frederick, &gt;Gaithersburg, Hagerstown, and Salisbury. These communities are responsible for the preparation and submission of their own Consolidated Plan and CAPER and are not included in the State\u2019s plan.<\/p>\n<p>DHCD is interested in receiving public comments and feedback on the draft CAPER. The document is currently available online at <a href=\"https:\/\/dhcd.maryland.gov\/Pages\/ConsolidatedPlan.aspx\">DHCD Consolidated Plan page<\/a>.
