Credit Assurance and Compliance Updates

The Maryland Department of Housing and Community Development (DHCD), Division of Credit Assurance, is providing important updates for Multifamily Lending Asset Management affordable housing owners, managers and stakeholders, as well as Business Lending Asset Management obligors and stakeholders.

Updates include upcoming training opportunities, annual compliance and tenant event submissions, and the continued transition to Procorem for asset management communications and submissions.

Upcoming Training Opportunities

DHCD will offer the following virtual trainings:

Training sessions will be recorded and made available on the Division of Credit Assurance website. DHCD also maintains an upcoming training calendar on its website.

Owners, managers and stakeholders are encouraged to continue monitoring their email and the DHCD website for information about future trainings and additional guidance on new and updated asset management processes.

2025 Annual Compliance and Tenant Event Submissions

Following the Procorem training, the Division of Credit Assurance will open the submission period for December 31, 2025 annual compliance certifications and tenant events and provide certification forms and instructions.

The submission period will remain open throughout September 2026.

Project owners and management companies should monitor their Procorem Asset Management Workcenters for additional information and submission instructions.

Compliance certifications and tenant events must be submitted through Procorem.

During the submission period, the Division will prioritize assistance to project owners and management companies experiencing technical issues and will provide enhanced support as needed.

Transition to Procorem

The Division of Credit Assurance is continuing its transition to Procorem as the primary platform for asset management communications, notifications and submissions.

The goal is to have all owner and property manager contributors registered and active in all of their Asset Management Workcenters by September 1, 2026, and to fully transition communications and notifications to Procorem by the end of 2026.

Owners and property managers should ensure that the appropriate staff are actively monitoring their project Workcenters for communications, tasks and notices. The Division should also be notified when users need to be added, removed or updated.

Email Inboxes Being Phased Out

As part of the transition to Procorem, the Division has begun reducing its use and monitoring of several existing email inboxes. These inboxes will eventually be deactivated:

Stakeholders should begin directing communications and submissions through their Procorem Workcenters to help ensure timely responses and continuity.
