PUBLIC NOTICE: Environmental Justice Strategic Equity Plan Public Comment Period Notice

Maryland Department of Housing and Community Development Public Comment Period – Environmental Justice Strategic Equity Plan (FY 2027–FY 2029)

The Maryland Department of Housing and Community Development (DHCD) announces a 30-day public comment period for its inaugural Environmental Justice Strategic Equity Plan, developed in support of Governor Moore’s Executive Order on Valuing Opportunity, Inclusion, and Community Equity (VOICE).

The Environmental Justice Strategic Equity Plan will guide DHCD’s environmental justice priorities and investments over the next three fiscal years, July 2026 through June 2029. The plan outlines the Department’s commitment to making targeted, data-informed investments in communities that have been historically overlooked, underserved, and overburdened, while advancing equitable access to housing, community development, and economic opportunity across Maryland.

DHCD recognizes that meaningful and lasting change is achieved through collaboration with the communities it serves. The Department invites residents, community-based organizations, community-serving organizations, local governments, nonprofit partners, award recipients, and other stakeholders to review the draft plan and provide feedback to help strengthen its implementation.
