Public Notice: 2025 Action Plan Amendment – Recovery Housing Program

The State of Maryland has been awarded funding in the amount of $1,182,080 from the U.S. Department of Housing and Urban Development (HUD) for the Recovery Housing Program (RHP).

A substantial amendment to the FY 2025 Annual Action Plan is necessary to receive the RHP funds. The State proposes to use these funds through a competitive process for county governments, which may apply on their own behalf or on behalf of eligible nonprofit providers, to provide recovery housing for women and children.

The Maryland Department of Housing and Community Development (DHCD) hereby gives notice that the substantial amendment to the FY 2025 Action Plan will be available for public review and comment from May 29, 2026, through June 28, 2026. Upon conclusion of the comment period, all comments received will be considered before the plan is finalized and submitted to HUD.

Public Hearings

DHCD will hold two public hearings during the public comment period to discuss the proposed plan.
