PUBLIC NOTICE: Housing Innovation Pilot Program (HIPP) – Application Period and Information Session

The Maryland Department of Housing and Community Development (DHCD), through its Community Development Administration (CDA), is announcing the opening of the Housing Innovation Pilot Program (HIPP) funding round.

The Housing Innovation Pilot Program provides low- or no-interest loans to support innovative housing solutions that increase the supply of housing in Maryland. Funding may support partnerships between county governments, local housing authorities, and housing developers, including projects that acquire existing housing to expand affordable housing opportunities.

A total of $5 million in funding is available in Fiscal Year 2026, and DHCD will select up to three projects located in different jurisdictions through a competitive application process.

Application Deadline

Applications must be submitted no later than 12:00 p.m. on Friday, May 18, 2026.

The Request for Proposals (RFP), scoring criteria, and application materials are available in the DHCD Multifamily Library on the Department’s website.

Virtual Information Session

DHCD will host a virtual information session to provide an overview of the program and answer questions.
