PUBLIC NOTICE: Draft Reserve for Replacement and Capital Needs Assessment Guidelines, Public Comment, and Upcoming Procorem Trainings

The Maryland Department of Housing and Community Development (DHCD), through the Division of Credit Assurance (DCA), is issuing this notice to inform multifamily and business asset management stakeholders of:
- Draft updated guidelines for Reserves for Replacement and Capital Needs Assessments for Department-financed multifamily properties, including an opportunity for public comment; and
- Upcoming trainings and guidance for submitting asset management requests through Procorem WorkCenters for both Multifamily (MF) and Business Asset Management (BAM).
(1) Public Comment – Draft Updated Guidelines for Multifamily Reserves and Capital Planning
DHCD has released draft updates to the Department’s guidelines for:
- Reserves for Replacement Maintenance and Disbursement
- Capital Needs Assessments and Reserve Analysis
These updated guidelines are intended to modernize existing Department guidance and provide greater clarity, consistency, and efficiency in:
- Maintaining reserve for replacement accounts
- Submitting reserve for replacement disbursement requests
- Obtaining Department approvals
- Supporting long-term capital needs planning and reporting

DHCD will review all comments received, but will not respond to individual comments. After review, DHCD will issue final guidelines along with additional guidance, templates, and trainings.
(2) Upcoming Trainings for Procorem Asset Management Requests (MF and BAM)
DCA will continue to provide guidance and trainings for submitting asset management requests and supporting documents through Procorem WorkCenters.

- Topic: Using Procorem WorkCenters to submit asset management requests and supporting documentation
This training, and future sessions, will be recorded and made available on the Division of Credit Assurance website.
