2024 Annual Compliance Certifications DUE March 14, 2025

Please read the following for important information relating to the submission of Annual Compliance Reporting and Certifications for your Projects.

 

Attached are detailed instructions for your Project’s 2024 annual certificates of compliance. Compliance forms and instructions for specific project/funding types can be downloaded from the Multifamily Resources tab on the Department’s Multifamily Housing Development Document Library.

 

Please read and pay careful attention to this email and the attached Instructions as some processes have changed. Failure to follow the instructions may result in compliance certificates and documents being rejected

 

IMPORTANT NOTES

Changes to Compliance Forms – The attachments to the compliance certificates have some minor, but important, changes. Most notably –

 

  • All Compliance Certifications forms now contain a drop down picklist for you to select your Project.  YOU MUST UTILIZE THE PICKLIST. YOU MAY NOT ENTER THIS INFORMATION MANUALLY OR IT WILL BE REJECTED.  If you are unable to locate your project on the picklist, please reach out to the Department for assistance in determining your Project name and ID.

 

  • Detailed General Compliance Instructions (attached) will assist you in determining what compliance forms you are required to complete and submit. Please read these carefully and reach out to us with any questions.

 

  • Standard Compliance Forms –

 

o   The Standard Compliance forms now contain detailed instructions to assist you in completing the forms.

 

o   The Picklist for Funding Programs has been updated and, like Project Name, you must select the appropriate Funding Program from the Picklist.  Manual entries will be rejected.

 

o   LIHTC and LIHTC Extended Use – LIHTC is a new Funding Program option in the Funding Programs picklist. The Standard Compliance form submission is required for all projects that:

 

  • are financed with both LIHTC and other Department funding sources; and
  • are in their LIHTC extended use period, regardless of whether the Project has other Department funding sources.  

NOTE – CDA will continue to require separate LIHTC compliance submissions for all projects in their Compliance Period.

 

o   Additional fields have been added to include:

 

  • Building Address
  • Last Recertification Date

 

Timing of Annual Compliance Submissions – The timing for compliance submissions this year is earlier than it has been in the past.  This is, in part, due to the timing of implementation of DCA’s new multifamily asset management system on Prolink.  DCA plans to continue requiring compliance documentation and certifications early in the calendar year for future years as we transition to Prolink for annual compliance reporting.
