Great Places Win: Maryland Department of Housing and Community Development Celebrates $450,000 in Funding to Horizon Market

HAGERSTOWN, MD (February 26, 2025) – Maryland Department of Housing and Community Development Secretary Jake Day today joined officials from Horizon Goodwill Industries, the University System of Maryland, and the City of Hagerstown to celebrate $450,000 in State Revitalization Program funding for the development of Horizon Goodwill Industries’ Horizon Market. The event was the second in a series of five events across the state touting the department’s historic $129.5 million in Fiscal Year 2025 State Revitalization Program awards. 

“By eliminating a food desert in Hagerstown’s Jonathan Street neighborhood, Horizon Market is directly responding to the needs of its community in a tangible and impactful way,” said Secretary Day. “We’re proud to support the partnership of Horizon Goodwill Industries and the University System of Maryland and their commitment to bettering the lives of Hagerstown residents through this critical work. Congratulations on this significant accomplishment.”

Upon completion, Horizon Market will be the first full-service grocery bringing fresh fruits, vegetables and household staples to the documented food desert in the City of Hagerstown and Jonnathan Street neighborhood. Construction of the 14,000-square-foot grocery store, which will be located in a portion of the existing Horizon Goodwill Industries Mission Services building, is expected to be completed in late 2025.

A partnership between Horizon Goodwill Industries and the University System of Maryland, the project was awarded $450,000 in Fiscal Year 2025 Seed Community Development Anchor Institution Funds through the department. Horizon Market is expected to have a significant economic impact on the community through job training and workforce development and spur further public and private investment in downtown Hagerstown.

With their support and the visionary funding commitment from DHCD, we are able to advance this investment in the livability and economic development of downtown Hagerstown.”

The Fiscal Year 2025 State Revitalization Program awards were announced on Dec. 18, 2024, awarding a total of $129.5 million to 304 projects in every Maryland county – the largest investment through the program in the Department’s history. $10.4 million was provided to higher education institutions and hospitals through the Seed Community Development Anchor Institution Fund for community development projects in disinvested areas of the state. The funds supported 25 projects, including Horizon Market.
