LOCAL REHABILITATION AGENCY (LRA) SERVICES – REQUEST FOR APPLICATIONS (RFA)

The Maryland Department of Housing and Community Development (DHCD) announces the release of a Request for Applications (RFA) for Local Rehabilitation Agency (LRA) Services.

Purpose of Funding

Funding will support organizations that administer housing rehabilitation services for low- and moderate-income households. Services include, but are not limited to:

  • Health and safety repairs (e.g., mold, lead, radon, gas leaks)
  • Structural and exterior repairs (e.g., roofs, windows, foundations)
  • Electrical and plumbing improvements
  • Accessibility modifications (e.g., ramps, grab bars, chair lifts)

These activities are funded through DHCD’s Special Loans Programs and are designed to improve housing quality, safety, and livability across Maryland.

Eligible Applicants

  • Political subdivisions (local governments)
  • Nonprofit organizations (as defined in the Housing and Community Development Article §4-901)

Applicants must:

  • Be in good standing with the State of Maryland
  • Demonstrate experience, staffing, and operational capacity to administer rehabilitation programs

Geographic Scope

Funding is available to support services across all 24 Maryland jurisdictions (including Baltimore City). Applicants may apply to serve one or multiple counties.

Estimated Funding

Approximately $6,000,000 is available statewide. Funding allocations will vary by county based on program needs and applicant capacity.

Term

Three (3) years, anticipated to begin on or after July 1, 2026.

June 16, 2026 – 5:00 p.m. (Local Time)
