PUBLIC NOTICE: Maryland Department of Housing and Community Development’s Project Based Housing Voucher Program Waiting List for Elkton MD: Open April 1, 2026

The Maryland Department of Housing and Community Development (DHCD) will open the Project-Based Housing Choice Voucher Program waiting lists for the town of Elkton beginning April 1, 2026.

The waiting lists will be open from:

April 1, 2026 at 9:00 a.m. through April 30, 2026 at 5:00 p.m.

During this time, individuals and families may submit a preliminary application online to be considered for rental assistance at the following properties:

Housing Communities Included

Applications will be accepted for select units at:

  • The Willows at Windsor
  • Rudy Park Apartments
  • Birchwood at Main (62 years of age and older)

How to Apply

Applications must be submitted online only at:

The online application is available in multiple languages.

Submitting a preliminary application does not guarantee placement on the waiting list. After the application period closes, a computerized random selection will determine who is placed on the waiting list.

Individuals selected for the waiting list will later be contacted to complete a full eligibility application when units become available.

Who May Qualify

The Project-Based Housing Choice Voucher Program provides rental assistance to very low-income families, older adults, and individuals with disabilities, helping them afford safe and stable housing.

Eligibility is based on several factors, including:

  • Total household income
  • Household size
  • Citizenship or eligible immigration status

In general, household income must be at or below 50% of the area median income for the county or metropolitan area.
