Notice about Updates to DCA Multifamily and Business Asset Management and Compliance Materials

DCA Asset Management Notice 2026-01

Effective January 1, 2026, the Division of Credit Assurance (DCA) changed how it shared information with owners, property managers, obligors, and other stakeholders for Multifamily Asset Management (MF) and Business Asset Management (BAM) post-closing compliance and asset management.

These changes include:

  • Using Procorem as the primary tool to communicate with and submit documents and requests to DCA.
  • Updating web content to include:
    • New Procorem specific forms, guidance and resources.
    • DCA business unit specific forms, guidance and resources, including new and updated policies, process documents and instructions.

Procorem Portal

Procorem is a secure, external online portal for collaborating on compliance and asset management with DCA. It is used for Department-funded affordable housing and business development projects.

  • Onboarding: During January, DCA staff are adding contacts to Procorem Project WorkCenters
  • Primary Communication: Once onboarding is complete, Procorem will replace emails, share drives, and other portals as the primary source for all DCA communications.
  • Updates: We will continue to provide regular updates as we roll out Procorem access and updates to business processes, policies and forms.

Updates to the DCA Page on DHCD’s Website

While Procorem will become the primary communication tool, DCA will continue to share resources on the Maryland Department of Housing and Community Development (DHCD) website. This includes new DCA business unit pages and Procorem pages.

Relocating Materials

Formerly, policies, procedures and forms related to DCA asset management and post-closing functions are on the Multifamily Housing Development Document Library, as well as other program specific pages.

DCA has moved many resources from those pages to the Division of Credit Assurance pages.

New Resources

DCA already added information and resources on the Procorem Portal Resources page.

DCA will issue new and updated policies and forms, hold training sessions, and provide resource materials to assist users. It will use the new Multifamily and Business Lending Credit Assurance pages to share policies, processes, and instructions.

Notifications

DCA will send notifications when new or updated instructions, workflows, and forms are available. At first, these notifications will go to Procorem users and existing email lists. Over time, some notices will be sent only through Procorem. Public comment requests and other general updates for stakeholders outside of Procorem will be emailed and posted on the DCA webpages.

Register on Procorem, watch for emails from DCA and Procorem teams, and check the DCA web pages regularly for important updates.
