Public Notice: Bonds for Single-Family Mortgage Loans

Exhibit I (A): Notice of Public Hearing Concerning Issuance of Bonds or Other Obligations to Finance Single Family Mortgage Loans

The Community Development Administration (the “Administration”), a unit of the Division of Development Finance of the Maryland Department of Housing and Community Development (DHCD), will conduct a public hearing.

Purpose of the Hearing

The hearing is concerning a plan of financing for the issuance of additional Single Family Program bonds and notes to make funds available to finance the acquisition of Single Family Program loans for calendar years 2026-2028. Such bonds and/or notes are intended to be “qualified mortgage bonds” under section 143 of the Internal Revenue Code of 1986, as amended. The amount of these bonds and/or notes will not exceed $2,400,000,000 (two billion, four hundred million dollars).

The funds made available from the issuance of these bonds and/or notes will:

  1. Provide financing for single family residences in the State of Maryland, occupied principally by first-time homebuyers who meet income limits established by the Administration and satisfy certain other criteria; or
  2. Refund bonds previously issued for such purpose. 

The Administration may issue these bonds in one or more series at various times during the calendar years 2026-2028.
