Maryland Energy Assistance Program (MEAP)-Flood Assistance

Get Help with Flood-Damaged Heating, Cooling, or Water Systems

The Maryland Energy Assistance Program (MEAP) – Flood Assistance offers no-cost help to low-income households for repairing or replacing heating, cooling, and water heating systems damaged during the May 13-14, 2025, Western Maryland flood.

This limited funding is available for flood victims residing in Allegany and Garrett counties through May 30, 2026.

Who Can Apply

To qualify for MEAP – Flood Assistance, your household must:

  • Meet income eligibility requirements under the standard MEAP program.
  • Be located in Allegany County or Garrett County.
  • Live in an area identified as impacted by the May 13-14, 2025 Western Maryland flood (see “Affected Areas” below).

What the Program Covers

This program repairs or replaces non functioning units:

  • Heating systems
  • Cooling systems
  • Water heating systems

Please note: funding is provided after a contractor assessment and follows standard MEAP program guidelines.

When is the Deadline

Funding for this program is limited. While the program schedule runs until May 30, 2026, we award funds on a first-come, first-served basis.

Who Manages This Program

The program involves these key partners:

  • Funding comes from the Low-Income Home Energy Assistance Program (LIHEAP).
  • The Maryland Department of Housing and Community Development (DHCD) administers the program.
  • It is run in partnership with the Maryland Department of Human Services’ (DHS) and Office of Home Energy Programs (OHEP).

How to Apply

To apply, follow these steps:

  1. Prepare and review the Application
    • Complete the Program Application Form (PDF).
    • Write “Flood victim” clearly on the front of your application.
    • Use the checklist on page 1 to gather all required documents.
    • Print and review the entire application package to confirm everything is included.
  2. Submit the application: Mail the completed application and all required documents to our office. (The form provides the address and final submission instructions.)
