Maryland Department of Housing and Community Development Announces $11.6 Million in Bonds for Local Infrastructure Improvements

NEW CARROLLTON, MD. (July 21, 2025) – The Maryland Department of Housing and Community Development today announced it has issued a total of $11,575,000 in bonds through the Local Government Infrastructure Financing (LGIF) Program to the City of Cumberland, the Town of Middletown, and the Town of Mount Airy, aimed to support public purpose infrastructure projects.

The Department’s Local Government Infrastructure Financing Program issues loans on behalf of local governments and municipalities to raise funding for community development projects ranging from the redevelopment of public service facilities to the improvement of sidewalks, landscaping, and public space. The Department also provides awardees with the technical support necessary to navigate the complexities of loan financing and bond issuance.

“Local infrastructure improvements are essential to expanding health, safety, and opportunity for all,” said DHCD Secretary Jake Day. “We are committed to supporting the development and maintenance of essential infrastructure in communities across Maryland, and the Local Government Infrastructure Financing Program ensures we can do just that.”

In the City of Cumberland, $4.9 million in bonds will go toward municipal projects dedicated to serving the community at large, varying from the purchase and acquisition of new vehicles and equipment to the improvement of various city-owned buildings and facilities. 

The City of Cumberland is honored to be one of three municipalities in Maryland to receive Local Government Infrastructure Financing through the Maryland Department of Housing and Community Development,” said Cumberland Mayor Raymond Morriss. “As a smaller city in rural Maryland, it is more challenging to find the funding for much needed infrastructure improvements, so this financing will be a significant boon for our community.  We are immensely grateful for the support from the DHCD.”

The Town of Middletown in Frederick County will receive $2.4 million in bonds to finance two major projects dedicated to the restoration of the local environment and infrastructure: the Middletown Stream Restoration Project and the Middletown Roadway Improvement Project. This funding will support the revitalization of the beloved Wiles Branch Park stream, as well as roadway and associated utility improvements to Linden Boulevard. 

“The Town of Middletown sincerely thanks the State of Maryland for its generous support of two important projects: the Wiles Branch Stream Valley Restoration and the Linden Boulevard Streetscape,” said Middletown Town Administrator Robert Wilkes. This funding helps us enhance environmental resilience and improve the quality of life for our residents. We are grateful for the continued partnership and investment in our community’s future.”

$4.3 million in bonds will go to the Town of Mount Airy in Carroll and Frederick Counties to support the establishment of a new police department facility. Program funds will support land acquisition, design, development, and construction of a new Town police station. 

“Since its formation in 2017, the Mount Airy Police Department has gone beyond the call of duty—investing not only in public safety but also in the strength and well-being of our community. With this funding award, we are proud to take the next step forward: the construction of a permanent public safety building designed to support the operational needs of our law enforcement team,” said Mount Airy Mayor Larry Hushour. “This facility will provide our officers with the tools, resources, and infrastructure necessary to continue serving our residents safely, effectively, and with excellence. But this milestone is more than just bricks and mortar—it is a symbol of our unwavering commitment to protecting Mount Airy today and for generations to come.”
