Maryland Department of Housing and Community Development Opens Applications to Developers for 2025 Rental Housing Programs
State’s newly updated application guidance prioritizes the creation of more permanent supportive housing
NEW CARROLLTON, MD (February 11, 2025) – The Maryland Department of Housing and Community Development has announced the application round for the 2025 competitive Low Income Housing Tax Credits and Rental Housing Program funds is now open. Both programs support the construction and rehabilitation of housing for low and moderate-income families, an essential part of reducing the state’s housing shortage and creating new pathways to economic growth for Marylanders.
Awards will be made based on newly revised criteria outlined in the State’s 2025 Qualified Allocation Plan (QAP) which was officially signed by Governor Wes Moore effective January 23, 2025. Notable changes include reserving a portion of funding specifically for Permanent Supportive Housing projects and requiring 15% of competitively funded units to be reserved for persons experiencing homelessness. Permanent Supportive Housing combines affordable housing assistance with voluntary support services to address the needs of chronically homeless people.
“Low-Income Housing Tax Credits and Rental Housing Program funds play an important role in the state’s effort to address the housing shortage and provide high-quality, energy-efficient, affordable housing for Marylanders,” said DHCD Secretary Jake Day. “By updating the State’s Qualified Allocation Plan to support more permanent housing projects, we are creating more opportunities for Maryland’s most vulnerable to find housing as we work to end homelessness in our state.”
In 2024, the Department awarded over $30.6 million in funds and $17.5 million in tax credits through the two programs, representing over $236 million in equity to fund 13 projects. Those awards supported the creation or preservation of 1,211 high-quality, energy-efficient, affordable rental units.
The Department will hold a virtual Pre-Round Information Session via video conference on March 18, 2025, from 10 a.m. to 12 p.m. At this session, the Department will discuss resources available for the round, explain changes to the QAP and Multifamily Rental Financing Program Guide or process, and provide an opportunity for questions and answers.
