Public Notice: Public Comment Period Opens for Amendment to Citizen Participation Plan


The Citizen Participation Plan is a planning document required by HUD for grantees receiving funds in programs such as the Community Development Block Grant (CDBG), HOME Investment Partnership (HOME), Housing Trust Fund (HTF), Homeless Emergency Solutions Grant (ESG), and Housing Opportunities for People with AIDS (HOPWA). It details the policies and procedures for citizen participation as it relates to various regulatory plans and reports.

This document only covers the State’s non-entitlement jurisdictions which do not receive any programmatic funding directly from HUD in the grants previously mentioned. These communities are responsible for the preparation and maintenance of their own Citizen Participation Plans.

The State of Maryland’s DHCD has recently updated its Citizen Participation Plan to better align with federal regulations. DHCD is interested in receiving public comments and feedback on its proposed amended Citizen Participation Plan. The document is currently available to view on the Consolidated Plan webpage. Physical copies of the plan are also available and anyone interested in a physical copy should contact Lauren Metz, Senior Federal Compliance Analyst, using the information below.

DHCD will accept written comments sent by email or written mail or verbal comments submitted through phone calls for a 30 day period beginning on Friday, November 1, 2024 and ending on Monday, December 2, 2024.
