DHCD Secretary-designate Kenneth C. Holt joined Baltimore Mayor Stephanie Rawlings-Blake and other officials at the groundbreaking ceremony for the historic Marlborough Apartments. Built in 1907, the rehabilitation of the 11-story building will provide much-needed affordable housing for 224 hardworking families.
