Housing and Community Development (DHCD) Secretary Ken Holt has made a video challenge to General Services Secretary Churchill. Secretary Holt says that DHCD will get 100% employee participation in the Maryland Charity Campaign. Secretary Churchill made a video counter challenge, saying DGS will have 100% participation. At the end of the campaign, the loser will sit over a dunking pool, with employees trying to knock him into the water.
