Delaware Online: Cap-and-trade program state urge wider adoption of model

The nine Regional Greenhouse Gas Initiative states have signed onto a letter to the U.S. Environmental Protection Agency encouraging other states to use them as a model to fulfill the agency’s new, more stringent air quality requirements.

The RGGI program caps emissions by power plants in the participating states, and allows their owners to trade allowances to emit carbon.
