Secretary Ellington Churchill Announces Eric T. Lomboy as Assistant Secretary for Procurement & Logistics

BALTIMORE, MD –Maryland Department of General Services Secretary Ellington E. Churchill, Jr. announced Eric T. Lomboy as Assistant Secretary of the Procurement & Logistics​ division. The Procurement & Logistics division’s main function is to assure the process for buying goods and services with the state is transparent, equitable, and efficient for our state using agencies, vendors, and suppliers.  The division provides essential services encompassing, capital construction, architect and engineering, commodities, facilities management, records management, and business programs.

“We are very excited to have Eric Lomboy join our team,” said Secretary Churchill. “He is an experienced and accomplished executive manager committed to ensuring that procurement in the State of Maryland is as efficient as possible.”

Mr. Lomboy previously served as Director, Office of Procurement and Contract Management at the Maryland Department of Transportation’s State Highway Administration (MDOT SHA). In that role, he oversaw the expansion and reorganization of the office to better meet the needs of MDOT SHA. Mr. Lomboy also played a role in assisting Governor Larry Hogan’s Commission to Modernize Procurement’s Efficiencies Workgroup as part of the Technology subgroup.

Prior to working for the State of Maryland, Mr. Lomboy worked for the City of Baltimore’s Health Department where he was the Director of the office that oversaw lead paint abatement throughout the city. In this role, Mr. Lomboy was able to dramatically increase the number of lead-safe affordable housing properties, secure $6.5 million in additional funding to expand the City’s program, and develop public-private partnerships that resulted in an additional $6 million for the production of lead-safe affordable housing units in the City of Baltimore.  

Mr. Lomboy earned a B.A. in Government and Public Policy and a Juris Doctor from the University of Baltimore.
