Employee of the Month – Frank Pullifrone

Frank Pullifrone is on the road a lot. A project manager in the facilities engineering division of Facilities Planning, Design & Construction, Frank took on a challenging project in Western Maryland last fall. The Grand Building in Cumberland, operated by Canal Place Authority and housing professional offices and a gift shop, lost its air-conditioning and heating systems last summer due to emergency system failures.

Canal Place Authority oversees the preservation, development and management of the Canal Place Preservation District, a designated heritage area in Cumberland around the western end of the C&O Canal. It is a quasi-state entity run by a Board and an Executive Director, and it generates its own revenue with its own procurement authority. The buildings it oversees, however, are state-owned.

The Canal Place project has Frank frequently traveling from Baltimore to Cumberland – a four-hour round trip – to oversee replacement of the heating and cooling systems. “I have received several phone calls from the Executive Director of Canal Place full of compliments on how knowledgeable Frank is,” said Lauren Buckler, Assistant Secretary of Facilities Planning, Design & Construction. “She also commented on how Frank is always willing to make himself available and how well he works with the contractors at the site.”

Frank has been with state government for 11 years, one of those with DGS. A relative newcomer, he acclimated to DGS with ease. He quickly proved himself capable of handling any project, however challenging it might be.
