Secretary Gail Bassette Announces A. Leigh Williams as Deputy Secretary of Energy for the Department of General Services

BALTIMORE, MD – Secretary of General Services Gail Bassette announced Adelisia “Leigh” Williams as the deputy secretary of energy for the Maryland Department of General Services. The Department of General Services has oversight of energy purchasing for state buildings, municipalities, and non-profit organizations. As deputy secretary, Ms. Williams will have direct responsibility for energy purchasing.

“Leigh Williams brings a wealth of energy and utility-related knowledge to our department,” said Secretary Bassette. “I am proud to welcome Leigh Williams to the leadership team at DGS and will look to her for expertise in developing and promoting affordable and reliable energy policies that will demonstrate real, quantifiable savings for Maryland’s citizens.”

Williams has a wide range of experience and expertise in energy and environmental issues. Most recently, she served as the director of the Maryland Energy Administration. Additionally, she has held positions as the president and CEO of Avania Group, LLC, administrative specialist II in the Prince George’s County Land Acquisition & Real Property Division, and director of government relations for United Health Group. Ms. Williams also has experience representing a number of utility companies including Washington Gas and Pepco. She was an adjunct professor of law and policy at University of Maryland University College.

Williams earned a B.S. in public affairs and management from the School of Public and Environmental Affairs at Indiana University, as well as a Juris Doctorate from the Indiana University School of Law.

“Governor Hogan is committed to reducing the state’s energy costs with aggressive energy conservation initiatives,” Secretary Bassette added. “Leigh will play a critical role in increasing the number of energy savings projects for all state facilities and overseeing their implementation.”
